It must be distinctly understood that Bicycles are not under any conditions, to be used by Constables when performing their ordinary duty, but only when it can be shown that the rapidity of action is essential or that it is for the benefit of the Service and County, and for the purpose of overtaking in hot pursuit any thief or other person wanted, when the information has been received with sufficient promptness to justify the belief that rapid travelling may secure an arrest, but it will be no use "following up" unless there are good and reasonable grounds for believing that the person may be shortly overtaken. Constables on bicycles may also render good service in rapidly spreading important information from places where the telegraph or telephone are not available, but when it is thought necessary to quickly communicate with, distant places a telegram or telephone message must be sent, and it will borne in mind how very necessary it is to get information ahead of the thief, as has often been pointed out by the Chief Constable. Constables stationed in districts where the Railway is not available, or where trains are very inconvenient may use their bicycles in going to Petty Sessions or Occasional Courts provided that by doing so they are enabled to save time and return to their stations quicker. The County cannot be held responsible for damage to the machines used as above. Any claims for mileage for use of bicycles will be carefully checked by Superintendents who will enter particulars and amount on Special Duty Sheet, from Form D/17, marked "Bicycles" in red ink, at the right hand top corner and submit same to the Chief Constable on 20th of each month for approval, at the same time forwarding from each Constable claiming, a report of the reasons by whose directions the Bicycle was used, and the roads travelled and places visited. General Order 132 22nd May 1896 Drill The Chief Constable observed that in some Divisions, the words of Command given at the above were not in accordance with those laid down in the Police Drill Book, such must be adhered to: The Chief Constable does not recognise Modern Army Drill Books. The Chief Constable was however glad to observe that there was considerable improvement in the Drill of Divisions generally, and hopes that the same may be continued. General Order 133 22nd May 1896 Alterations in Books Returns and Reports In the consequence of the Government Inspection having had occasion at his recent Inspection of the Constabulary to express his disappointment in the manner corrections are made, and this on account of the non-compliance with the Instructions contained in Paragraph 12 of General Order 64/82 notwithstanding that attention has been repeatedly called to the same. The Chief Constable directs that Superintendents will see that this matter receives greater attention and directs that General Order named will be read to the Divisions at every Divisional Parade during the present summer season and Superintendents will certify that such has been done in their Monthly Journals during that period. Alterations will be made as below and not as laid down in General Order 64/82 General Order 134 23rd May 1896 Constable Appointed William Jones having been sworn in before two Justices on the 23rd May 1896 is appointed a Constable from that date. General Order 135 23rd May 1896 Locomotives The following Locomotive License having been granted, the information given below will be added to General Order 53/95. Name of Owner Address of Owner Name No. or distinctive marks on locomotive Date when License Expires Patrick Collins Gondola Works Walsall Staffordshire Emperor 3rd May 1896 General Order 136 25th May 1896 First Aid to the Injured The following member of the Middlewich Division having recently attended an examination re above, have been successful as follows: 3rd Examination PC 94 Lester General Order 137 26th May 1896 Referring to General Order 210/88 The Chief Constable from reports received by him from Superintendents as directed in the Memo dated 12th May 1896 observed there has been a great want of uniformity, throughout the County, in this matter. He directs that General order 70/88 be still complied with and that no money whatever is paid direct to Constables by applicants for "Special Services Constables" but that if such applicants grant any extra money to Constables for Refreshments the same shall be paid to the Superintendent of the Division in which the Constables are serving for payment to them, a proper receipt being obtained and kept by the Superintendent receiving the allowance from the Applicant. The Chief Constable has no desire to prevent Constables receiving, their Superintendents such extra allowances, but it must be paid if granted, as above directed, and this is in no way will relieve Superintendents from the responsibility of having arrangements made in order that Constables going on "Special Service Duty" should receive proper refreshments, indeed it was this view that the Chief Constable had printed on the back of Form F/1 the paragraph in reference to refreshments. General Order 138 26th May 1896 Children Discharged From Reformatory School Or industrial Schools To ensure greater benefit to children, both boys and girls, who have been discharged from Reformatory and Industrial Schools than might ensure from their training at such Institutions, it has been thought desirable that they should be protected, as far as can be legitimately done, from the influences likely to cause them to revert to bad habits. One of the Chief dangers in this direction is the attempt of parents to induce an unwilling child to return to a bad home. In order to obviate such a result it is deemed proper in some cases to withhold a child's address from its parents and to meet any inquiry from the latter by simply informing them that their child is doing well, or as the case may be, and unless there are circumstances which appear to require immediate action on the part of the Police any inquiries as to whereabouts or circumstances of a boy or girl known to have been recently discharged from a Reformatory or Industrial School should, in the first instance, be communicated to this office. General Order 139 26th May 1896 Fires The attention of the Force is drawn to General Order 249/92. The Chief Constable directs that Constables will be alert when searching stacks, outbuildings etc. for tramps. PC 399 Recruit Lloyd from Head Quarters to North Wirral Division, to be stationed at Hoylake on augmentation. General Order 188 13th July 1896 Bicycles Attention is drawn to General Order 230/93. The Chief Constable directs that Constables will exercise discretion in stopping cyclists for furious riding and have good grounds for their action, bearing in mind that before interfering with riders they must be travelling at such a speed as to be a common danger to the public which would not appear to be the case (generally speaking) On Country highways where a clear view can be obtained of the road for some distance ahead, and when other roads do not converge on that being travelled; but in passing through villages to and from where through-fares come abruptly into the main roads, or where bicyclists would come suddenly and without warning on conveyances or foot passengers, it must evidently be dangerous for bicyclists to be riding at a high rate of speed. It is difficult however to lay down a limit of the number of miles per hour that Cyclists should not exceed to travel, as much depends on the "roads" and local circumstances. Constables must be guided whether or not they are riding to the "common danger" of the public. General Order 189 15th July 1896 Prisoners committed for Trial The Chief Constable directs that the Constables in the case will invariably be informed by the Superintendent of the result of the Police enquiries as to the prisoner's character, antecedents, mode of living etc. so that the event of his being asked he may be able to give such information to the Court. It often happens in cases where convictions are produced, that the Court requires information as to how prisoners has been obtaining his living and whenever it is possible the Constable in the case should be able to give the necessary particulars.
