Memo to Superintendents dated 13th December 1882 G. O. 360/91are cancelled and the following General Order substituted.
Town Beats Night Patrol
Constables working the abovw for more than seven hours and more will be allowed one half hour at the Police Station for the purpose of getting a cup of coffee or tea.
Care will be taken that only a few Constables are allowed the privilege at the same time, so that their beats can be patrolled by other Constables and the half hour must not be the same, for not more, than two consequtive nights from any one beat:
Constables allowed this privilege will note in their duty books the Half hour in their night duty that they are at Police Stations.

Deductions for Sickness
Referring to G.O. 87/91 re above at a meeting of the Standing Joint Committee held on 16th Instant, it was resolved that a Constable cannot claim his full pay after having been on sick list for a month, unless he has been on duty a full month subsequently.
The foregoing will therefore be read and have effect as though it had been originally inserted in the above General Order after the words:
"Third Month 1s/- Per Day"

Death of H.R.H. The Duke of Clarence and Avondale
Their Gracious Majesty have decided that her sea and land forces, should in consequence of the above go into mourning until 26th February 1892, the Chief Constable desires that the Officers (Superintendents and Inspectors) of the County Constabulary also appear in mourning when in uniform for the same period as a month of respect to Their Majesty's Commands and in sympathy with Their Royal Highnesses the prince and Princes of Wales in their sad bereavement.
Mourning in uniform consists of a band of crepe three inches wide neatly stitched on the left arm halfway between top of sleeve and elbow point.

Cost of Removal of Married Constables
Constables on receiving orders for removal forms from one station to another, will invariably submit to the Superintendent of the Division in which they are then serving, a report of the route and manner by which they intend moving their furniture etc. together with the cost in detail of such removal and Suprintendents receiving these reports will after scrutinizing same, and checking any excess, or exorbitant charge, and checking any excess or directing another route, submit the same to the Chief Constabale.
The Superintendent of the Division to which the Constable is transferred will as soon as possible after his arrival forward to Head Quarters the bills etc. for removal and Form F/14 for approval or otherwise as directed in G.O. 93/91.

Referring to Memo to Superintendents dated 16th April 1891 the Chief Constable directs that in future the amount paid by Superintendents for cheque books will be charged under heading Miscelleaneous in the Contingent Accounts, for the month in which the same are obtained and not included in Postage Account as hereforeto.

Accounts Bills and Vouchers
Superintendents must in future be most careful in seeing that the following instructions are strictly observed.
1. All vouchers must be correctly made out without erasures, be properly dated and contain full particulars of the charge to which they refer and must be carefully checked by Superintendents before being paid.
2. Demand Notes for Rates, Taxes etc must invariably be attached to the receipt for amount paid.
3. Whenever it is stated on any bills that a "special or printed form of receipt should be given" the same must be obtained when the bill is paid and attached to the receipt.
4. Bills for all quarterly and half yearly charges on Police Stations etc. such as Rates, Gas, Water, Coke etc should if possible be paid and charged in the Contingent or other accounts for the last month of December or half year to which they refer, or certainly not later than the month following same.

The attention of the Force is drawn to General Orders 140/88 and 145/88.
Posting Placards
Superinetndents, Inspectors and Sergeants will be be required by the Acting Under Sherriff or Deputy Returnung Officers of the Electoral Divisions Post, such Notices re the above as they may receive at Polling Stations.
Those members of the Force to whom such placards do may be forwarded by the Deputy Returning Officers will be held responsible that such are posted within the County Council Polling District for which they are intended.
Deputy Returning Officers will inform the receivers of the several Townships which from the Polling districts for which posters are sent.
An account of the expenses incurred, in carring on the above will be sent through the Superinendents to the Chief Constable on the 12th March 1892.

Robberies
The Chief Constable having observed that there has of late been a considerate number of Robberies or attempts which in some cases would appear to be the work of expert thieves, he calls upon every member of the Constabulary, to pay implicit attention to the General Orders issued as to visiting Railway Stations, watching for suspicious prsons etc, and to take every othr precaution which their local knowledge should afford to frustrate the commission of Robberies and protect the property of the public for the safety of which the Constabulary is responsible.

Robberies by Ladders
A very serious robbery of the above class, having been perpetuated at Poynton Towers, in the Macclesfield Division, whereby jewellery etc, to the value of above £1000 was stolen:
The Chief Constable again draws the particular attention of the Constabulary to the General Order and instructions on the head which hd has repeatedly issued, and he calls every individual member of the Force to implicitly comply at all times.With the directions contained therein and to be constantly on the alert. By carefully observing suspicious strangers quietly patrolling round the larger houses, visiting Railway Stations, on arrival and departure times of trains, at night and mornings and by using every possible measure and precaution to reduce the possibility of similar roberries being committed:
Special attention is drawn to S.G.O. 37/91 and 40/91.
Superintendents will without alarm quietly warn the occupiers of large houses to be care in seeing that their premises are secure and that their vaulables are kept in safe places and should anything of a suspicious tnature be observed to at once inform their nearest Constable.

Superintendents will see that the necessary arrangements are made for the Constables being supplied with proper meals and lodgings if required to remain all night.
The Officers in charge of Polling Stations will telegraph at once on case of disturbance to the Superintendent of the Division who will forthwith vist the threatened place and if necessary repeat the same to the Chief Constable at Chester.
Constables for duty at Polling Stations will not enter the Booths but confine themselves to the duty of preserving order outside the and carrying out any lawful orders required by the Deputy Returning Officer at such Polling place.
Superintendents will detail a Sergeant and Constable to attend the place whre the votes are countedand declaration of the Poll takes place in their Divisions.
Superintendents will make arrangements for Constables detailed for duty at Polling Booths to make the declaration of secrecy in the same way as at Parliamentary Elections Forms sent by this Post.
Cards of instruction for Constables at each Polling Station will be collected and returned to Head Quarters after the Election.
Superintendents and those in charge at Pollng Stations will give facilities for taking charge of Ballot Boxes, if required, as at Parliamentary Elections.
Constables on Duty at Polling Booths will be visited during the day by the Sergeant of the district.

Coal and Coke
In future the Weigh Tickets and Advice Notes usually delivered with the fuel will invariably be attached to the receipted bills for same and forwarded to Head Quarters with other vouchers.
Superintendents will always carefully check the Weights entered on each of the above documents (3) to see that they agree, andalso that the Bills are correctly made out, and contain the quantity supplied, and the price per ton and cwt, should be clearly shown in addition to any charge for carting housing etc.

Referring to G.O. 134/87 Superintendents will be careful in seeing that Justices Clerks are always informed what expenses have been incurred by the Police in executing the above warrants and conveyance of prisoners to Lock-up on apprehension etc. so that the Board of Guardians and Accounts, credited through Justices Clerks Accounts to the Police Rates.

Sergeant Meredith will detail three Constables of the Eddisbury Division to be at the entrance of the Race Course at 8.30am to keep out of the field people with horses and carts who have no business there.
As soon as the detachments from other Divisions and the Committee man that takes tickets at the entrance arrives these Constables will return to and do duty on the roads, as many have been directed by Superintendent Meredith.

A good dinner will be provided at the "Nags Head" Cocoa House at 1s/- each and the Inspector in charge will collect the amount from each Constable and hand amount to the Chief Clerk same day.
The usual extra precautions will be observed in watching roads and Railway Stations from the Saturday previous to the Races until the following Saturday, and during the race week.
Superintendents will not withdraw men stationed in the vicinity of Chester or on the main thoroughfare leading thereto for this duty.
Two Constable's from Hyde Division and two Constables from Wirral Divisions, the same as last year, if without inconvenience to the public service will be stationed at Head Quarters for duty, to protect property etc in the outskirts of the City and must parade at the Chief Constable's Office as follows:-
Three Constable's from the Wirral Division at 4. 20pm on the 9th instant:-
Two Constables from the Hyde ivision at 11a.m.on the 19th instant:-
Superintendents of Broxton and South Wirral Divisions will make out the necessary Special Duty Scales for these extra Constables and, Constables of beats in the vicinity of Chester.
After performing day duty on Friday morning in the vicinity of Chester, the extra Constables will return to their respective Stations:
Superintendents will acknowledge receipt of this order by next post.

Amalgamation of Townships
The Chief Constable Council having ordered in pursuance of Section 57 (1) of the local Government Act 1888 that the undermentioned Townships as set forth and bracketed together, in Col.1 be united and form one Township or Parish, to be called and hereafter known by the names entered opposite therto in Column 2 and the Local Government Board having confirmed such Order.

By the foregoing it will be observed that the District has hitherto been known as the Township of Wallerscote has been transferred from the Eddisbury Police Division and added to the Northwich Police Division and will be patrolled by the Constables of the Northwich Section.
It will be also observed that the district which has hitherto been known as the Township of Wheatcroft has been transferred from the Northwich Petty Sessional Division and added to the Leftwich, consequently all Magisterial business arising therein will now come within the jurisdiction of the Justices of the Leftwich Petty Sessional Division.

Leave of Absence
Paragraph 5 of the General Order dated 15th June 1892 is hereby cancelled.
The Chief Constable directs that Constables reported for misconduct will not be granted any leave of absence for three months from the date of such misconduct except by the special permission of the Chief Constable.
Attention is drawn to G.O. 176/89 intimting thar reports directed to be entered in "No. 2 Book" only will not stop leave of absence except so ordered.
Young Constables although not having serving for six months in the Force may be granted the privilege of having monthly leave of absence, same as other Constables provided their conduct is satisfactory, and Superintendents are satisfied that they are carefully leraning their duties and that by punctuality, smartness and generalknowledge they show an aptitude for Police work.
All cases in which Superintendents withhold this privilidge from young Constables will be reported to the Chief Constable.

Conveyance of Prisoners
In consequence of the Prison Commisssioners decling to review the terms of Agreement relating to the cost of the conveyance of Prisoners at a fxed rate, from certain places to certain prisons.
General Order No. 163/89 is hereby cancelled, from which date the detailed Returns on Form F11 of all prisoners conveyed by the Police, or from prison to court, will be rendered to Head Quarters Quarterley on the following dates:
For Quarter ended 29th September on the 8th October
For Quarter ended 31st December on 8th January
For Quarter ended 31st March on 8th April
For Quarter ended June on 8th July
And the isntructions will be strictly adhered to in preparing same.
The Return to be sent to this Office in duplicate and must contain the names of all persons conveyed by the Police, either to Prison or to Court.
Two lines to be used for each person or three lines where a cab has been engaged, on the first of which must be entered the required information with respect to the prisoner, and on the record the same with respect to the client, and on the third the amount paid for cab hire, all being brought, into the last column "Total Travelling Expenses and Subsistence" in one total.
Separate Sheets to be used for eacprisoner, that is to say all prisoners conveyed by Police to or from Knutsford Prison to be entered on one Form, and, all to or from from Strangeways, or another and so on.
Totals at foot of each sheet to be entered in pencil;
Care to be taken the correct amounts are copied from pink forms before same is sent to Head Quarters monthly.
In Column "Hour of Departure" on the first line will be entered the time at which the Constable laves his Station as entered on pink Form and in Column "Hour if Arrival" on same line, the time the Prison is reached.
In Column "Hour of Arrival" on the second line will be entered the time the Constable gets back to his Station.
Form F11b will be rendered Quarterly on the foregoing dates and will as hertfore contain the Name of all persons who have paid in goal the cost of theie conveyance and subsistence, after committal, but Superintendents will not in any way deduct the sums so paid, from the totals on FormF11a.

Royal Human Society Award to
Sergeant R. Halliday
The Chief Constable has much pleasure in makin it known to the Constabulary the fact that the Royal Humane Society has awarded to No. 61 Sergeant R. Halliday No. 2 Altrincham Division the Society's Bronze Medal and Certificate of his "Courage and Humanity" in having saved the life of Pattie Livingstone from drowning at Northenden on the 18th April 1892, and further that the Society has also awarded PC 67 J. Boyle No 9 Stockport Division a Testimonial inscribed on Vellum for the Courageous assistance he rendered to the Sergeant in effecting the rescue.
Sergeant Halliday is authorised to wear the Medal on the right breast of his Tunic or Sergeant Jacket.

Police Disabilities Removal Act 1887
By Section 2 of the "Police Disabilities Removal Act 1887 it is provided that any Constable who is unable to vote at the Polling Booth or Station of the Polling District in which he resides, by reason of his being sent or employed in the discharge of hid duty may be at any time within seven days before the Election for hid district, apply to the Chief Constable for a certificate to enable him to record his vote at the place to which he may be sent on duty.
In such application, which may be sent through Superintendents, the Constable must take his register number and description on the register of voters so that, the Chief Constable may give a proper certificate as laid down in the Act.
The Chief Constable will issue General Orders as to details for duty at the various Polling Places etc. as soon as he receives certain necessary information from the Returning Officers of several Parliamentary Divisions, and, upon receipt of such General Orders Superintendents will immediately "tell off" the Constables of their respective Divisions, and, in any case where it is found absolutely necessary for Constables to be detailed for duty, so that they are unable to vote at thePolling Station, within their own Polling District, such Constables should be at once so warned in order to give them sufficient time to make the application above referred to, and receive the as above intimated.
Superintendents in telling off their Constables must not detail them for duty outside their Parliamentary Division and be as careful as possible not to send Constables off their Polling Districts unless it is absolutely necessary for Police purposes on the day of Election.
All Constables who are desirous of voting should record their votes as soon as possible after the Polling Stations are open, so as to be prepared for duty at any time during the day.

All Reserves detailed for duty during the above Elections will be assembled and arrrangements will be arranged will be made by the Superintendents of Divisions to have proper refreshments consisting of a good meal of meat, bread and potatoes, with tea, coffee or cocoa in the middle of the day, say about 1pm and refreshments at 7pm in the evening in the way of tea supplied to the Constables at the Police Stations if possible.
Where Superintendents cannot arrange for refreshments to be given at Police Stations they will report where such can be obtained and at what price.
The midday meal should not exceed 1s/-3d- and the tea -6d.
The Chief Constable entirely disapproves of Constables obtaining refreshments at Public Houses.

Lock up Keepers
The Chief Constable directs that Lock-Up keepersand other members of the Force willinvariably allow everu person arrested by the Police on suspicion and remaining in custody immediate and and ample facilities for communication with their friends or legal advisors and also supply them (the prisoners) on request, with writing materials and send such letters as they write by post or otherwise, with the least possible delay.
Telegrams should also be sent at once at the expense of the prisoner.
Particular care to be taken that any prisoner who is a foreigner is allowed to communicate immediately with the Consular Officer of his Country:

Homing Pigeons
The Chief Constable having received sevreal compliants of persons shooting Homing Pigeons flying from distant places to their homes etc. call the attention of the Constabualry to Sections 23 of 24, and 25 Vict. Cap 96 by which it is unlawful for any person to
"wilfully kill, wound or take away any House Dove or Pigeon under such circumstances as shall not amount to Larceny ot Common Law.

On the recommendations of the Chief Constable the following Pensions and Gratuities were recommended at the meeting of the Standing Joint Committee held on 18th instant in accordance with the Provisions of the Police Act 1890, to take effect from the 30th instant:

Conveyance of Prisoners to Prison
The attention of the Constabulary is drawn to G.O. 34/92 is drawn to G.O. 34/92 and the Chief Constable directs that all prisoners committed to prison will invariably be escorted thereto on the day they are so committed or arrested or warrants of commitment even if the Constable is unable to return to his Station the same night, provided such prisoners can be delivered up to the goal authobut prisoners should under ordinary circumstances be sent so as to arrive at the prison not later than 6pm.

Lock-Up Keepers
In compliance with a letter from the Home Office dated 4th July 1892 the Chief Constable directs that Lock-Up keepers and other members of the Force with invariably give prisoners who may be in their custody charged with an Indicable Offence, and, who are not represented by a Solicitor, every possible facility for procuring the attendance at court of any person they may desire to be present to give testimony on their behalf and they (the Police) will if need be, assist as far as practicable, in securing the attendance of such witnesses, as may be a prisoner, by informing them of the prisoner's request, and of the times and place of trial, and by giving such further assistance as may be possible in order to meet the prisner's wishes.
All ranks are reminded that it is the duty of a Police Officer entrusted with the enquiries in any criminal case to bring before the Court as far as he is able, the whole of the facts, and not merely those points which make a conviction.
In order to enure that such prisoners the opportunity of procuring witnesses, the Chief Constable directs that each person, locked up charged and with an Indictable offence, will be asked by the Lock-Up Keeper whether he is desirious of communicating with any person he is desirious of communicating with any other person whom he wishes to call as a witness, can if so, the Police will endeavour to make known to the persons so mentioned the prisoner's request, but at the same time the prisoner must be informed that the Police ar not responsible that the person whose attendance is desired shall attend.
A copy of the printed "Notice to Prisoners awaiting Trial" will be neatly placed on a piece of wood or cardboard and hung in conspicuous places in cell corridor at each Police Stationin the County.

The following copy of a resolution passed by the Standing Joint Committee on the 16th instant is issued for the information of the Constabulary.

Robberies
It having come to the notice of the Chief Constable that recently in cases of robbery and animals reported missing, the Constable of the beats on which occurred, instead of at once making full and exhaustive enquiries into such reports and reporting to their Sergeants, in reference to same availed themselves of their day or night off duty, as laid down in the monthly duty Scales.
Such behaviour showed how little these Constables recognised their duty and the responsibilities if their position.
The Chief Constable therefore remainds all Sergeants and Constables that before availing themselves of the privilege granted them in General Order 15/84 they must thoroughly investigate any Police reports or occurrence which may come to their knowledge having done and and done their reports, they can apply to their Superintendents for the day or night off which they have missed.

As the Salt Union have made a claim against the County for food etc supplied to the Constables recently employed at Winsford during the Waterman's Strike, the Chief Constable wishes it to be understood that the Special Duty Allowances granted to such Constables may have to refunded as the County cannot pay for the food, and grant Special Duty Allowllowance as well.

First Aid to the Injured
The attention of Superintendents is drawn ot General Order 261/90 and 306 /91 with respect to the aove and the Chief Constable directs that facilities will, as far as possible be given to Constables to attend lectures during the coming months.
Names of Constables etc to be submitted to the Chief Constable for his approval as opportunity may arise, as he considers it desirable that as many members of the Force as possible should make themselves efficient in this useful knowledge.

Petty Sessions Divisional Parades
The Chief Constable draws the attention of the Constabualry to the different General orders directing that Constables attending Petty Sessions Divisional Parades will not be detained there longer than absolutely necessary, and he directs that Superintendents will see that as soon as theire ervices can be dispensed with, they are directed to return to their Stations without delay.
Superintendents will also be particular when examining claims for Special Duty Allowance to see that there is no waste of time, and carefully notice that only the actual hours the Constables are necessarily engaged, are allowed for, and entered on Special Duty Sheets.

Coroner's Inquisitions

Dogs with Constables
The Chief Constable wishes it to be distinctly understood he entirely disapproves of Constables taking dogs with them when on day duty, and he directs that such a practice will at once be discontinued.
It must be borne in mind that Constables when patrolling their beats etc. are expected to be alert and not to occupy their time or attention exercising their dogs.

The Chief Constable has pleasure in notifying to the Constabulary that the Standing Joint Committee has resolved that the bills for food supplied to the Police on duty at Wilmslow during the recent disturbances there, Shall be paid by the County, notwithstanding that the Constables who were maintained have already paid Special Duty Allowances which it granted for the very purpose of providing food etc. when on Special Duty, and he hopes that the continued liberality of the Police Authority will not only be appreciated by the Force but that it will stimulate all ranks to increased energy abd watchfulness in the performance s of their duties, which at this particular time is very necessary, looking to the fact that "Ladder Robberies" of a previous nature have so recently occurred very close to the Cheshire Borders.
The Chief Constable takes this opportunity of expressing to the Constaulary his admiration of the satisfactory manner in which all ranks performed their duties on the above occasion.

In all cases where the Chief Constable sanctions the service of an Advocate to support the prosecution against Licensed Vicullars the evidence in the case must be minutely taken down and it should be submitted by the Superintendent to such Advocats and it should be determined by him whether the summonones should be for "permitted drunkenness" or "selling drink to a drunken person".
The practice of laying two informations for what is practically one offence, should, as far as possible be discontinued, unless there be evidence forthcoming for one information which does not bear on the other.

Requisition for Forms Stationery
Division Form M/24
A supply of the above Forms has this day be forwarded to Divisions and the Chief Constable directs that in making out same, Superintendents will be carefully estimate when number of Forms or Books etc of each kind, etc are likely to be required during the period (half year only ) for which the requisition is made out, and apply accordingly.
The Chief Constable has observed that applications for Forms are received at Head Quarters frequently, notwithstanding that the requisition should contain all the Forms etc likely to be required under ordinary circumstances during the half year, and he wishes it to be understood that he entirely disapproved of such a practice as he considers that with due care theprobable number required may be fairly estimated, and while being desirious that Superintendents and other members of the Force should be in possession of all necessary Forms required for the Constabulary purposes, he points out that only a reasonable number should be applied for and calls on Superintendents to see that no waste is permitted.
Superintendents will ynderstand that if at any time any particular Form is required, a special application may be made, but this should seldom be found necessary.
Attention id drawn to G.O. dated 8th March 1892 directing Cattle Inspectors to apply for necessary Forms etc through Superintendents.

Obstruction on the Highway
It having come to the knowledge of The Chief Constable in a ercent case of obstruction on the highways the Constables proving same had watched the cart causing the said obstruction for twenty for minutes wishes it to be understood that he does not approve of the course taken by Constables in this case.
If Constables when patrolling observe any such obstruction it is their duty at once to find the person in charge of the cart and direct him to remove the obstruction:-
If he refuses or neglects to do so then he then he wilfully commits a breach of the law and for such should be reported.
The practice of Constables watching for a case is objectionable and indeed, by permitting the nuisance or obstruction to exist for any length of time, after the same comes under his observation, the Constable is actuall condoning the Offence for the time being.
Imust be remembered that "Prevention" of Crime and Offences is the first duty of a Constable.
