Constable I. Pickford, J Division is deprived of his Merit Badge and Pay, and Good Conduct Badges, for disobedience of orders, and making a false entry in his Journal. On the recommendation of the Chief Constable the following Constables retire on Superannuation allowances from the 7th instant, Constable J. Wibberley, D Division, £50 0s. 0d per annum and Constable R. Jebb, K Division, £35. 0s. 0d per annum. Constable T. Percival, D Division is transferred to H Division, to be stationed at Crewe. The Chief Constable is pleased on the recommendation of Captain Little to award 5/- each extra Special Duty Allowance to Constable News and J. Oldham, D Division is dismissed from the Force for insubordination. Superintendents will send in a list showing the rank and allowances received per annum by any Officer or Constable in their Division, for the performance of duties connected with Weights and Measures, Assistant Reliving Officers, Superintendents of Fire Brigades, or any other extra duties. The Chief Constable is pleased to notify that he has received a report from the Deputy Chief Constable that the Sergeants of G or Eddisbury Division have sent in the most creditable reports of Night Visits for December 1880. Chief Constables Office, Chester 12th January 1881 Conveyance of Remand Prisoners to Petty Sessions, to and from H.M. Prison Knutsford. Superintendents will forward to this office with their Monthly Accounts from this date, an account on all expenses incurred in the removal of remand Prisoners, to and from Knutsford Jail, in order that the amount may be sent to the Governor, to submit to the Home Office for approval of payment. Chief Constables Office, Chester 14th January 1881 Income Property Tax, Schedule "A". It having been decided by the Court of Exchequer (Scotland) that Constabulary Stations/Clerk Surveyor of Taxes. The Commissioners of Supply for the County of Dumfries, are liable to be assed for the Income and Property Tax only, but no other, Superintendents may pay and charge in their Contingent Accounts, any proper demands made upon them for the above named Taxes, they will however be careful in seeing that the premises are not assed beyond their proper value. Chief Constables Office, Chester 15th January 1881 Strike of Colliers at Poynton The following detail of Constabulary under the Command of the Deputy Chief Constable will assemble at the under mentioned places on Tuesday next 18th instant at 10am, old helmets will be worn, 2 Sections of B Division at High Lane, 2 Sections of C Division at Poynton Village and a Reserve of B Division at Stockport. The Superintendents of A and D Divisions will hold in readiness at Hyde and Altrincham, a strength of 20 men, 2 Sergeants and an Inspector, to move to any part required, on receipt of Telegram from the Deputy Chief Constable, who will keep the Chief Constable, during the day well informed of the state of the disturbed Districts. Chief Constables Office, Chester 19th January 1881 The Chief Constable is pleased to award 5/- to Sergeant Ennis, and 2/6d each to Constables Parkins and Oldfield, all of G Division, for vigilance on night duty, in the capture of two men for Fowl Stealing, and trusts that all members of the force, will manifest a desire to perform their duties in such a manner, as to secure the prevention and detection of Crime, which the Chief Constable will always be ready to encourage by his notice and approval. Chief Constables Office, Chester 28th January 1881 Constable E. Lodge, (comment more than likely incorrect and should read J.W. Lodge) D Division, is transferred to E Division to be stationed at Somerford Booths. Chief Constables Office, Chester 31st January 1881 The Chief Constable is pleased to allow Constable T. Wilkinson, K Division to retain a reward of 10/- received by him for services at a Fire at Ellesmere Port on the 24th instant. On the recommendation of Captain Lingard the Chief Constable is pleased to relax the rules in reference to the promotion of the following men in H Division, who will receive pay from the 29th instant, at the under mentioned rates, 2nd Class Sergeant Lewis at 26/10d per week and Constable G. Whitehurst at 25/8d per week. As many letters and reports are received from Sergeants and others, through Superintendents, which are very incorrect in their orthography, they will in future revise all such documents before submitting them to the Chief Constable. In future the deductions from Vouchers for Coal for private use will be one fourth, instead of half the cost of same. The Chief Constable regrets that he is compelled to rescind his Order of the 17th April 1880, relating to stoppages for sickness, which will in future be made in accordance with the instructions given in General Order of the 3rd December 1878. Superintendents will at once take steps to have all the Revolvers and Cutlasses put into a place of safety ready for immediate use. Constable Bancroft, B Division is fined 10/- and dismissed from the Force for drunkenness which he sought to excuse by insinuating that his Sergeant had been guilty of a similar offence in consequence of which the Chief Constable desires that Superintendents will caution all their men that such conduct will not be tolerated. Constable A. Taylor, H Division, is discharged from the Force and deprived of his pay for being absent without leave from the 18th to the 24th ultimo. Constable W. Bythell, B Division is dismissed from the Force for drunkenness during his night duty. Constable E. Burr B Division is reduced to 25/8d per week, deprived of 2 Good Conduct Badges and transferred to D Division at his own expense, to be stationed at Sale. Captain Little will transfer a Constable who knows his duty from there to B Division (Constable S. Clarke). Chief Constables Office, Chester 11th March 1881 (out of sequence) Superintendents will be careful in seeing that the Property Tax is deducted from all amounts paid for Chief Rents for Station Houses. The Chief Constable has much pleasure in promoting Constable Currie, L Division to 25/8d per week for his humane conduct to a man found lying at Saughall on the road in a dying state perfectly unconscious on the 22nd ultimo, and trusts that his example will be followed by all members of the Cheshire Constabulary, and that they will always evince a kindly disposition to assist any of the public found under like circumstances. The Chief Constable is pleased to allow Superintendents to recommend any of their single men who have served three years and are in possession of a Good Conduct Badge for permission to marry, a list will be kept at Headquarters from which he will select men for this indulgence whenever the number of married men on the establishment is under the maximum of 200 allowed by the rules of the force. The Chief Constable is pleased on the strong recommendation of Superintendent Hindley to reinstate 2nd Class Sergeant M. Batty as Sergeant in E Division at 30/4d per week from the 12th instant vice Sergeant Major Clifton resigned. Constable W. Martyn D Division is promoted to 2nd Class Sergeant from this date. Chief Constables Office, Chester 6th April 1881 At the recommendation of the Chief Constable, Superintendent Cooper retires on the 15th instant from the Cheshire Constabulary and a Superannuation of £140 per annum. In closing his official connection with Superintendent Cooper, the Chief Constable assures him that he carries with him his personal esteem and regard, and has the gratification of making known to the Force, that to Superintendent Cooper's ready cooperation and zeal, he attributes in great measure the satisfactory condition of "A" Division during the period it was under his command (the Chief Constable) personal and more immediate command as well as at the present time. It must be within the knowledge of most members of the Force that the Chief Constable has on more than one occasion endeavoured to impress on them the great advantages certain to accrue from faithful and diligent service, the career of Superintendent Cooper, fully illustrates the principles he has thus endeavoured to inculcate, who, having thirty five years ago, commenced this long term of service, as a Constable, now retires on his well earned pension, the highest that has ever been granted in the Cheshire Constabulary, and carrying with him in to private life, the respect and esteem of all whom he has been associated as well as their hearty wishes that he may long live to enjoy it. Mayho G Division is transferred to H Division at a salary of £165 per annum. Superintendent Plant, J Division is promoted to £165 per annum from the 1st instant. Assistant J. Naylor H Division, to be Superintendent of G Division or Eddisbury Division, at a salary of £130 per annum. Inspector Jesse Leah, L Division to be Assistant Superintendent at Crewe in H Division at a salary of £110 per annum. The Chief Constable is pleased to promote Constable David Davenport, D Division to 25/8d per week in consideration of his Humane and Gallant Conduct in having on the night of the 26th March last, plunged into the Canal at Sale and at great personal risk succeeded in bringing to land one John Holt who was drowning therein and thus done all in his power to save the life of the latter. The Chief Constable thus marks the conduct of Constable Davenport with his High Commendation, as an example to others and more especially the younger members of the Force, and takes this opportunity, as he has on former occasions, of impressing on all ranks, that such behaviour reflects credit on the individual as well as on the whole Force, and is certain to meet with the approval and recognition at his hands. Gibson, K Division is reprimanded, transferred at his own expense to E Division to be stationed at Northwich for not parading for night duty on the11th instant and being drunk at 2.30am on the 12th instant. Constable John Forster, G Division is dismissed from the Force with forfeiture of pay for being absent without leave from the 10th to the 11th instant, drunk at 9.15pm Monday 12th and absent without leave on the 14th instant. Chief Constables Office, Chester 27th April 1881 Superintendents will see that 2nd Class Sergeants discontinue wearing Good Conduct Badges, Sergeants Chevrons being worn instead on the right arm. Superintendents will see that all Good Conduct Badges are removed at once from the right to the left arm of all Constables. Superintendents will impress upon all their men that it is their duty, whether specially detailed for the purpose or not, whenever they are in Court at Assizes or Sessions to see that order is preserved by preventing any noise or talking place any negligence in the performance of this duty will at once be reported to the Chief Constable. Chief Constables Office, Chester 27th April 1881 The Chief Constable calls the attention of al ranks to paragraph 7 of the Standing Orders of the Force, and directs that the provisions of the same are rigidly carried out. Plain clothes are in no case to be worn by any member of the Force of whatever rank, during the performance of any duty, unless it is such a nature, absolutely to require the same and when the latter is the case it is only to be done by the distinct order and on the responsibility of the Superintendent of the Division. The Chief Constable regrets that it should be necessary again to call attention to this subject, as he was under the impression that his orders would have been loyally obeyed without repeated reference to them, but as he is reluctantly obliged to come to the conclusion that such has not been the case, and that they have in this matter been neglected even by members of the Force in the higher ranks, it only remains for him to notify that any instance of disobedience in the future, will meet with his severe displeasure and punishment as he will in no case tolerate eye service of evasion of his orders. Chief Constables Office, Chester 6th May 1881 West Cheshire Election It is a source of much gratification to the Chief Constable to be able to congratulate the Force on the excellent temper and discipline displayed by it, under, in some cases, very trying circumstances during the late Parliamentary Elections for West Cheshire, this has made more especially prominent at Nantwich on the 22nd ultimo, where but for the forbearance of the Constabulary and the efficient manner in which they were commanded by Superintendent Mayho and Captain Lingard, a serious disturbance might have taken place. Such conducts rebounds to the credit of the whole Force, increases public confidence in it, and in this instance has called forth the commendation of the Magistrates at Nantwich in Petty Sessions Assembled. The forgoing order will be read at the Head Quarters of Divisions by Superintendents at their next weekly parade. Chief Constables Office, Chester 10th May 1881 2nd Class Sergeants acting as Clerks in Divisional Offices will wear, old serge uniform during office hours in Summer months and cloth in Winter months. Superintendents will give strict instructions to all his married men, that they are on no account to allow their wives to give information to any persons in their absence on public matters, but to inform all such who may apply at their Stations for same, that they must call again for what they require as a recent Summons Case under "The Contagious Disease (Animals) Act 1878" nearly failed in consequence of a defence set up that the defendant had been told by a Constables wife that a License was not required for the movement of some Cattle. Superintendents will also direct that all reports from their men on any subject must be addressed to them as Superintendent of the Division, who will, if necessary, submit same together with their own report to the Chief Constable. The prefix "Mr" is not to be used when writing to any member holding rank in the Cheshire Constabulary. The Chief Constable observes that some Constables have not been sufficiently instructed in the method of Saluting when carrying Canes: in which case the Canes should be smartly brought to the carry in the off hand; and by the side other than that from which the salute is given. Chief Constables Office, Chester 26th May 1881 Superintendents will immediate instructions for the removal of all paper labels from all clothing in possession of their men, and that the Cap Peak is cleaned daily before being worn, as at the recent Parade at Knutsford Sessions the Chief Constable had occasion to find great fault on the universal neglect of these simple matters, which Sergeants of Sections ought to be held responsible for. On no account are any members of the Force to be detailed for new duties of any kind without the previous sanction of the Chief Constable, who has recently been informed that two Sergeants were employed without any reference to him, sometime since, in assisting to raise Militia Recruits, any irregularity of this kind in future will meet with his serious displeasure. Chief Constables Office, Chester 28th May 1881 Sergeant John Shaw, A Division is reduced to the rank of 2nd Class Sergeant at 28/- per week for gross neglect of duty at Dukinfield on the 21st instant and evincing a want of zeal for the Service by sending three young and inexperienced Constables to quell a disturbance at Dukinfield Hall, whereby one of the aforesaid young Constables brought discredit on the Force by improperly using his staff. Pearce, H Division is reduced to 24/6d per week, with loss of two Good Conduct Badges, and transferred to A Division at his own expense for neglecting to account to his Superintendent for monies received from Mrs. Read, Church Coppenhall on the 23rd ultimo. The Chief Constable hopes that he will not have occasion in future to animadvert on such neglect and Superintendents will impress on all under their command the importance of immediate compliance with the Regulations on such matters as the Chief Constable is determined to put down all such irregularities. Sergeants or Constables will on no account undertake this duty without (when practicable) the Orders of a Superior Officer. The Chief Constable regrets that a young Constable was recently allowed to go in plain clothes, on this delicate and important duty, by a Sergeant from whose past experience and long Service in the force, ought to have known better, thereby exposing an inexperienced young Constable to a Civil Action, for which the Chief Constable expresses his extreme displeasure. In future when the parties of the Constabulary are employed on duty are Race Meetings, or on other Public occasions the Senior Officer will include in the Report, directed to be rendered by General Order 2nd August 1879, the particulars of any case of obstruction, to the performance of duty, which may occur, and will also notify the same to the Superintendent of the Division in which the Party has been employed, who will, if necessary, take Proceedings against the Offenders, without delay reporting the result to the Chief Constable. The Chief Constable regrets to find that much laxity is becoming perceptible in the Force, owing to Paragraph 13 of the Standing Orders relative to Shaving, not being regularly complied with, and he trusts that Superintendents will see that his wishes in this respect are rigidly observed, by bringing to his notice any member of their Division, who through indolence, neglect their personal appearance. The attention of Inspectors and Sergeants, who should be first to observe any non compliance with the orders of the Chief Constable is also drawn to this subject, otherwise serious notice will be taken of such neglect of duty. In order to ensure uniformity in the appearance of the Buttons and other Metal Ornaments on the Clothing, Superintendents will in future see that only a quick silver composition is used in cleaning same, as it is found that such a mixture does not destroy or discolour the metal. Constables Job Cartwright, B Division and Samuel Clews K Division, are discharged from the Force for inefficiency. Superintendents will in future arrange the Sunday duties of Sergeants and Constables so as to enable them to attend, when practicable Divine Worship in the forenoon, instead of the Sabbath evening. The before mentioned detail will be despatched by the Superintendents of their respective Divisions so as to reach Beeston Castle by 10am on the 21st instant, Caps, New Serge Clothing, Waist Belt, Staff and Case and White Gloves will be worn and the Chief Constable expects that the men selected for this important duty will by their demeanour and vigilance reflect credit on the Force. Chief Constables Office, Chester 15th June 1881 As several applications on Form 131 have recently been received on the day when the services of the Constables are required, Superintendents will see they reach the Chief Constable, as directed in the instructions thereon, 3 clear days before the men are wanted, otherwise they will not be submitted, they will also use greater circumspection in forwarding these applications, which must be signed by Persons in authority and responsibility, as the Chief Constable has reason to believe that his concessions in these matters have been abused, he will therefore in future only allow Constables to attend where there are large gatherings of the Public, at Large Fetes for Charitable, and other similar objects, for the preservation of the Peace, and not, upon every occasion of the meeting of Clubs etc, at Public Houses, where the presence of the Constable is only sought for, as a shield to protect the Landlord from the consequences of any illegal act which may be committed, he Chief Constable trusts that he will not be called upon again to allude to this matter, as the attendance of Constables at such places has only a demoralizing effect upon them, and in no way adds to the reputation of efficiency of the Force, which it is the duty of all ranks to maintain. Superintendents will again draw the attention of all their men, to General Order of the 24th July 1878, relating to correspondence, and see that the rules laid down therein, are properly carried out by all ranks, Sergeant William Johnson of G Division is hereby reprimanded for not complying with same. In order to ensure uniformity in keeping accounts, Superintendents will in future charge 1/- per day, or part thereof, for each Prisoner detained in Station Houses under County Court Warrants, whether they are supplied with meals or not, and Credit same in the 17th Clause Return for the month in which the amounts are received. Constable Joseph Alexander Burrows, D Division is severely reprimanded, removed at his own expense to G Division, to be stationed at Over, to forfeiture of Pay, and to be placed under stoppages for being absent without leave from the 4th to the 8th instant, drunk at Crewe at 10pm on the 4th instant, and losing or making away with several articles of his clothing and appointments, and Sergeant Henry Cooper, H Division, is hereby reprimanded for not reporting to his Superintendent that he had seen Constable Burrows at 10pm on the 4th instant at Crewe under the influence of drink, and that the Constable had said "I should be back at Altrincham at 10 o'clock tonight, but I shan't go". Constables who have not been free from Misconduct Reports for the preceding six months will not recommended by Superintendents for leave of absence whether the case has been disposed of by the Chief Constable or themselves. 2nd Class Sergeant Edward Charles Hicks, D Division, is discharged from the Force for disobedience of Orders and breach of the Conditions of Service in getting married without permission of the Chief Constable. Constable James Higginbottom, A Division, is dismissed from the Force with forfeiture of pay, for drunkenness and absence without leave. Constable George Beeley of the same Division is fined 10/- discharged for absence without leave from the 11th to the 12th instant. Chief Constables Office, Chester 19th June 1881 It is the painful duty of Lieutenant Colonel Cope, as Deputy Chief Constable to announce to the Cheshire Constabulary the sad intelligence of the death of Captain Arrowsmith, the Chief Constable, which occurred at a late hour, at his residence last night, from heart disease. In making it known, the Deputy Chief Constable expresses a hope that all ranks of the Cheshire Constabulary will pending the appointment of a new Chief Constable, testify their respect for the memory of their late Chief, by their good conduct, and by attention to all the orders he has issued for the benefit, alike of the Public and the Force. By so doing they will best prove the efficiency of his administration, and at the same time they will conform to what would have been his own wishes had his life been spared? Chief Constables Office, Chester 1st July 1881 On the recommendation of the late Chief Constable the Court of Quarter Sessions has granted a Superannuation Allowance of £50 per annum to Sergeant Henry Ardern, A Division, who will be discharged on the 8th proximo. As there appears to be a misapprehension of the exact meaning of the 18th Clause of the Conditions of Service (Form 116) it will be understood that the 7/6d named therein is deducted and credited in the 17th Clause Return, from all men who leave the Force from any cause, who has served less than twelve months. All old and unserviceable clothing will be collected in each Division and three of the best suites out of same to the Store Keeper at Headquarters, a list of the remainder being forwarded to this office on or before the 8th instant. Chief Constables Office, Chester 16th August 1881 Constable R. Richardson A Division is fined 10/- and reduced to 23/11d per week, for drinking in a Public House, after the holding of an Inquest in contravention of an Order given by his Superintendent on the same day. Chief Constables Office, Chester 19th August 1881 The attention of Superintendents is called particularly to the directions given in page 7 of the "Instruction Book" in reference to their reporting to the Chief Constable without delay any serious crime or outrage which may occur in their respective Districts, together with the steps taken by them in the matter. Constables John Martin and William Davidson Gunn of E Division, having been fined 10/- and Costs each by the Magistrates at Wallasey Petty Sessions for assaulting a Mrs. Povall at New Brighton on the 1st instant, the former is reduced to 26/10d per week from the 13th instant and deprived of one Good Conduct Badge, the latter is dismissed from the Force from the 22nd instant. Sergeant Daniel Robinson of the same Division is reprimanded for inattention and laxity in the performance of his duty in not looking properly after his men on the occasion. Superintendents will at once caution all their Sergeants, that it is their duty, when in charge of men on Special Service to see that they are directed to the lodgings provided for them, instead of allowing the Constables to wander about in search of them after completing their tour of duty. Chief Constables Office, Chester 22nd August 1881 The Deputy Chief Constable has observed with regret, the part taken by Sergeant J. Dodd and Constable J. Breese, C Division, in the recent case of using Railway Tickets a second time at Macclesfield whereby a Railway Guard has been fined by the Magistrates. As there is no evidence to show that either Sergeant Dodd or Constable Breese accepted the Ticket with any intent to defraud, and as they both bear good characters, and have been interceded for by Superintendent Meredith, the Deputy Chief Constable cautions them for the future and hopes that all ranks of the Force, will most carefully avoid accepting or purchasing Railway Tickets (except in the authorised way) as such Tickets are in no way transferable. The Deputy Chief Constable cannot understand a man of Sergeant Dodd's age and service acting as indiscreetly as he has done in the matter. Chief Constables Office, Chester 22nd August 1881 The attention of Superintendents and other Members of the Force is called to the following observations on the recent Government Inspection Greater care must be observed by all ranks in carrying out the instructions given in Clause 3 of General Order of November 1880, in reference to alterations and corrections in Books. Constables employed in extra duty beyond their usual hours as laid down in Duty Scale, will enter same as directed in General Order of November last, under the head of "Deviations". In future all the Constables Journals in each Section will produce for examination by the Government Inspector. Superintendents will inform Constables the reasons why Summonses are not taken out in Cases reported by them. Superintendents will also inform Constables what becomes of the moieties of Penalties and Fees drawn by them and entered in their Fee Books, and explain to them how the Superannuation Fund is maintained, and applied, together with all other information respecting same which may be of interest for them to know. Constables Journals are to remain in the "District" in case of transfer to another part of a Division, instead of being taken by the Constable to his new beat. A.M. and P.M. must be entered in all Books and reports when the time is given, and hours will be divided into 12 portions, as 1.5pm, 1.10pm and so on, not 1.49pm or 1.59pm. The hour a Robbery is committed must invariably be entered in Occurrence Book. Chin Straps are not to be worn under the Chin. Constables absent without leave beyond 24 hours, to be reported to the Chief Constable, together with the steps taken to ascertain their whereabouts. All apprehensions must be shown in Charge Book whether Warrant or otherwise, thus B.W. Prisoners confined in Lock-Ups on charges of Felony will not be charged for their subsistence. The result of all Summonses will be entered in Journals and Occurrence Books, opposite the original entry, in red ink, with date of hearing. If possible a uniform charge of one shilling will be made for the service of School Board Summonses. It will be understood that the Form of reply to be made by al Ranks to questions asked by the Government Inspector should be "Yes Sir" "No Sir" not "Yes Captain" as was done on several occasions at the late inspection. Superintendents will be careful in seeing that Prisoners or Defendants are not charged with the Special Duty Allowance of Constables unless such Constable has actually performed the necessary hours of duty in connection with the case, which would entitle him to such allowance, it appears to be custom in some Divisions to allow these charges to be made indiscriminately, it should be therefore made known that Special Allowances are not granted for every act of duty performed, but only when an officer is necessarily absent from his district a sufficiently long time to entitle him to Special Duty. Chief Constables Office, Chester 26th August 1881 Constable George Hamlett, D Division, is reduced to 23/11d per week from the 27th instant for absence from duty, and making a false statement to his Superintendent. Constable Edward Dunning, H Division is fined 10/- and reduced to 23/11d per week from the 27th instant for Drunkenness at Crewe on the 20th instant and absenting himself from his duty without leave. Chief Constables Office, Chester 27th August 1881 Major Hammersley having been appointed Chief Constable and taken Command of the Force trusts that he will receive the ready and earnest co-operation of all Members of the Constabulary, in order to maintain its efficiency, and to afford the same satisfaction to the Ratepayers which existed under his predecessors. Chief Constables Office, Chester 30th August 1881 Superannuation The Police Committee having passed the following Resolutions, it will be understood that no Constable will be recommended for Superannuation by the Chief Constable unless he is Certified by the Medical Gentlemen hereinafter named to be incapable of further duty. Copy of Resolution above referred to 18th May 1881 "That in future every application for Superannuation be accompanied by the Certificate of an Independent Medical Man and that Captain Arrowsmith (error should read Major Hammersley or Chief Constable) at the next meeting submit the name of a Medical Man at each of the following places, Chester and Stockport. 30th July 1881 That Dr. Bale of Stockport and Dr. Taylor, of Chester are the two Medical Gentlemen to Certify the condition of all officers recommended for Superannuation. Chief Constables Office, Chester 8th September 1881 Pedlars Act 1881 As the 2nd Section of the above Act removes the necessity of endorsing Pedlars Certificates granted under the Pedlars Act 1871, Superintendents will discontinue same, a copy of the Act will be forwarded to each Division. Petroleum(Hawkers)Act 1881 Superintendents will see that the Provisions of this Act are carried out in their respective Divisions, a copy of which will be sent for their guidance. Constable Samuel Harding, A Division is dismissed from the Force for assaulting Sergeant J. Pennington of the same Division on the 15th instant, for which he has been committed by the Magistrates to Jail for 21 days. It is with regret that the Chief Constable has to draw attention to the many cases of Drunkenness that have lately occurred in the Force. Such Conduct on the part of individuals can only bring discredit on the Force to which they belong and disgrace and ruin themselves. Superintendents will take an early opportunity to impress upon Constables under their charge that such behaviour will not be tolerated in the Cheshire Constabulary. Chief Constables Office, Chester 14th September 1881 It is with considerable surprise that the Chief Constable has observed in the Local Press, paragraphs referring to General Orders lately issued by the Force, he wishes it to be clearly understood by all ranks that any information connected with the Force must not be communicated to the Press except through Superintendents to the Chief Constable, and he will then if approved communicate it direct. Chief Constables Office, Chester 14th September 1881 In reference to Paragraph 3 of general Order of the 16th August 1879, should any member of the Constabulary be desirous of remaining in his District during his leave of absence, the Chief Constable, on the recommendation of the Superintendent, will give consideration to such applications, and in all such cases the Pass will be made out as per enclosed form. Conveyance of Prisoners, Divisional Form F11 In future the expenses of conveying children to Reformatory and Industrial Schools will not be entered in the Quarterly Return of Persons conveyed to Jail, but conveyance of all Prisoners sent to Jail whether under remand or otherwise will be included in same. A separate Quarter Return (in duplicate) will be forwarded which will give the expenses incurred in conveying remanded Prisoners from Jail to Court, a memorandum being entered in Column of Remarks stating whether such expenses have been received at Jail or otherwise, as the case may be, and in all cases where the amount is paid to the Governor of Prison, the Prisoners subsistence (if any) for the time he is in custody between the hour he is received from Jail and the hearing of the case will be charged in addition to the Railway Fare of the Prisoner and the Special Duty and Railway Fare of the Constables. The memorandum to Superintendents dated 22nd June last is hereby cancelled. In all applications for service of Constables on Divisional Form F1, Superintendents will state on back of same(in addition to information already required) what arrangements they propose to make in order that the men may be supplied with their regular meals. Chief Constables Office, Chester 24th September 1881 The following transfers will take place on the 30th instant, Constable Washington from K to A Division and Constable Carrington from K to E Division. Chief Constables Office, Chester 3rd October 1881 Clause 9 of General Order 12th November 1879, Form 41/A is cancelled. During wet and inclement weather Sergeants and Constables will carry their Capes, neatly folded, on either arm, Leggings will be worn. Superintendents will be careful to impress upon several men of their respective Divisions that this Order is complied with. The Whistle Chain in future will be worn inside the Tunic or Kersey. Clause 15 of the same Order is also cancelled, and Superintendents will discontinue wearing Spurs when in uniform except when on mounted duty. Chief Constables Office, Chester 22nd October 1881 In future Sergeants and Constables will only have in their possession the following articles of clothing, 2 Great Coats, 2 Tunics, 2 Pairs of Dress Trousers, 1 Pair of Undress trousers, 2 Serge Jackets and 2 Pairs of Serge Trousers. The third Tunic and worst pair of Trousers now in possession will be collected and taken into Store for sale as cast clothing. The Tunic and Trousers of this year's issue will be taken into wear as best clothing on the 1st proximo. Staff Cases will be discontinued as soon as Staff Pockets are put in the trousers supplied this year, which will be done as soon as possible. Superintendents taking care that no unnecessary expense is incurred in so doing. The Staff Case will be collected and kept in store. Chief Constables Office, Chester 28th October 1881 The following transfers will take place on the 5th proximo, 2nd Class Sergeant A. Chief Constables Office, Chester 1st November 1881 As the Standing Orders of the Force dated January 1880, are nearly all embodied in the "Conditions of Service on joining" or in the Orders and Instructions for the Guidance of the Cheshire Constabulary the Standing Orders above referred are hereby cancelled, excepting. Number 1 Sergeants and Constables will salute the Officers of the Force (Superintendents and Inspectors) when meeting them, and when addressing them they will stand to attention. Number 6 Members of the Force are not permitted to alter their clothing or equipments without proper authority. Number 7 Every Constable will be in possession of Division Form D/19 revised according to recent orders, and strictly comply with the directions therein contained. Number 13 All members of the Force will wear a Moustache, and Beard if they so wish; the latter must be kept neatly trimmed and not exceed two inches in length. Number 15 All members of the Force who shall at any time have occasion to go or to pass through Chester, on duty, will not fail to report to the Chief Constables Office, and ascertain whether any letters or Parcels are there for their Superintendents, or others. Number 17 Sergeants of Sections, when practicable, will Parade their men both day and night, going on and coming off duty and see that they are sober and in possession of all their appointments and properly dressed. Number 18 All Members of the Force wishing to apply for appointments elsewhere must obtain the permission of the Chief Constable previous to doing so. Number 20 Constable on night duty will see that all Prisoners are carefully searched before being locked up, and visited, when practicable, every half hour during the night; Female Prisoners must always be searched by a Female. Chief Constables Office, Chester 23rd November 1881 Sale of Food and Drugs Act 1875 It having been decided at a meeting of the Police Committee on the 16th instant that notwithstanding the 13th Section the County Constabulary have jurisdiction under the above Act in the Borough of Crewe the Superintendent of Nantwich Division will act accordingly. Chief Constables Office, Chester 24th November 1881 Consequent upon the Borough of Stalybridge incorporating a portion of the Township of Staley, the following arrangements will be carried out in working that portion of the above Section which remains under the jurisdiction of the County Police. The Matley beat will be transferred to Newton Section. Staley Section will consist of a portion of that Township and the Hamlet of Micklehurst to be worked by one Sergeant and one Constable the former to occupy the Police Station at Millbrook and the latter to be stationed at Micklehurst. One Constable will be transferred from Micklehurst to the Hyde Section and be stationed in that Township. In order to secure all the information possible as to the antecedents of prisoners committed for trail, Superintendents will in future, whenever there is a suspicion that a prisoner has been previously convicted, send the Descriptive Return, Divisional Form DD/2 to each Police Division in the County and to any other place where information is likely to be obtained, they will also send before the date of trial to the Governor of the Prison where the prisoner is committed on Divisional Form DD/5, the result of their enquiry respecting such prisoner in order that a record of same may be entered in the Calendar of Persons for trail. Chief Constables Office, Chester 5th December 1881 The under mentioned Divisions will parade as follows to be measured for new clothing and not as detailed in General Order of the 29th ultimo Division Location Time and Date Wirral Birkenhead Thursday 8th December 9.30am Altrincham Altrincham Thursday 8th December 2pm Reserve Chester Friday 9th December 10am Broxton Broxton Friday 9th December 11.30am Runcorn Runcorn Friday 9th December 3.15pm Chief Constables Office, Chester 7th December 1881 Burglary and House Breaking Several cases of Burglary having recently occurred in different part of the County and adjoining Counties, the Chief Constable directs that Superintendents will at once see that all their men are fully instructed as to what steps they should immediately take in the event of a burglary or serious robbery taking place in their District for detecting and securing the felons, which in addition to the instructions on pages 24 and 25 of book of "Orders and Instructions" should consist of directions to spread the intelligence by Telegram or other available speedy means to all Constables in the immediate neighbourhood and to the Superintendent of the Division, who will at once forward the information to each Superintendent in the Force and to any other Police Authorities and places where offenders are likely to sojourn and dispose of property. Constables will also be instructed to privately and quietly, without raising an alarm, caution all householders and others in their respective beats to see that their premises are examined and securely fastened before darkness sets in, or they retire to rest. Constables should also always be on the lookout for any strangers or suspicious characters, who may appear in their Districts, especially towards evening, and without delay ascertain their business in the neighbourhood. Chief Constables Office, Chester 7th December 1881 In order to check the employment of Constables, otherwise than in Police Duties, the Chief Constable directs that in future the Assistant to the Inspector of Weights and Measures shall alone be allowed to help in looking after the Horse and Cart of Superintendents and such officer must be selected as one well qualified to help with books and accounts of the Division when required, and in consideration of the above the Chief Constable will sanction the day duty being limited by the Superintendents according to the extent of the former services, but he will expect that as an average such officer will never perform less than three hours night duty, neither will he permit services of a private nature to be performed by Constables for which any exemption from Police duties is given, Inspectors and Sergeants will not be allowed to employ Constables in assisting to clean Cells, Station Houses, or in any menial work, for which they receive a money payment and other allowance. The Cheshire Constabulary are reminded that in all official correspondence sent to the Chief Constable he should be addressed by his proper title, see page 3 "Book of Instructions" and that all officers in the Force holding a Military Rank should be addressed in like manner, according to their respective ranks in the Constabulary, the instructions in paragraph 16 of General Order 22nd August last should also be observed in reference in reference to the Chief Constable and these officers. Superintendents will as directed in page 2 of the "Book of Instructions" limit the attendance of Officers and Constables at Petty Sessions and other meetings of Magistrates, and see that they are not detained there after they have discharged their duty in giving evidence, or otherwise, or encouraged to loiter about Courts or Police Stations, at other times when not required for Police Duty. Lewsley is fined 5/- and cautioned, transferred from Nantwich to Northwich Division, at his own expense for immoral conduct at Crewe, and will be stationed at Minshull Vernon. Constable E. Dunning is fined 5/- and cautioned, transferred from Nantwich to Eddisbury Division, at his own expenses for being concerned with Constable Lewsley in committing the above offence, and will be stationed at Over. Chief Constables Office, Chester 21st December 1881 Royal Irish Constabulary Superintendents are desired to make known in their respective Divisions and to all applicants for temporary employment in the above Force, the conditions and requirements for such service, as shown in the placards herewith sent, one of which will be placed in a conspicuous place outside each Head Quarters Station House. Forms for Attestation and Conditions of Service are also herewith sent. The attention of Superintendents is specially called to the instructions in the last paragraph of "Conditions of Agreement and Instructions" in reference to the manner in which Candidates are to proceed after being Attested. The Forms of Attestation and Agreement after being correctly filled in will be sent by Superintendents direct to the Inspector General, Dublin Castle. Chief Constables Office, Chester 31st December 1881 In future Constables transferred from Divisions will retain the numerals they are wearing and take with them their Capes and Leggings, and on men leaving the Force the above will be sent with their clothing to Head Quarters. On and after the 1st proximo the General Order Book of Divisions will be kept as follows 1. The Margin will be kept on the outer edge of each page. 2. The General Orders will be numbered consecutively annually. 3. The date of each General Order and Annual Number to be entered in the margin opposite the Order, thus 2nd January 1882, Number 1. 4. General Orders will be quoted thus 1/82 or 80/82 meaning General Order Number 1, 1882 or Number 80 of the same year. The heading Chester etc, and by Order, Chief Clerk need not be entered in Divisional Book. Referring to paragraph 1 of General Order of the 27th January 1879, Sergeants need not in future visit their men of their Sections more than once in each twenty fours on their beats, and the Chief Constable trusts that Sergeants will have the welfare and efficiency of the Force sufficiently at heart, not to allow this relaxation in the visiting of the men of their Sections to interfere with the proper performance of their duties, but that they will now devote the time which thus necessarily becomes unemployed in looking after and generally supervising their Districts, and in watching and visiting any places that may require their special attention. In future the Sergeants monthly visits Divisional Forms D/29 will be forwarded to Head Quarters office not later than the 4th of each month. Superintendents will see that ordinary blacking (not Nubian or other similar composition) is only used by Sergeants and Constables in cleaning belts and leggings. Constables in Town Districts will not carry Canes or Sticks, the Chief Constable, however has no objection to a light walking stick being carried in rural districts. Divisional Order of the 28th instant is hereby cancelled and Constable J. W.
