PC R. Taylor Number 2 Division is dismissed from the Force with forfeiture of pay for Absenting himself from his duties without leave from the 29th ultimo until brought back by Warrant on the 3rd instant. The Magistrates also fined him 40/- and costs for the above offence.

PC English Number 7 Division is dismissed from the force for drunkenness and other misconduct.

Superintendents whenever they have reason to suspect that the offences of Publicans are in any way not looked up by the local Constables, will send in plain clothes those they can best depend on to detect such cases.
Superintendents will in future deduct a Commission of ten per cent each quarter on the account they remit as payments from Parents of Children under detention in Reformatory and Industrial Schools a formal receipt for the sums so deducted will be attached to their account.

The Chief Constable is very anxious to know how many offences can be traced by Superintendents to the influence of Drunkenness, either, or, in the party on whom the offence was committed, and with this object in view he requests they will in their several Divisions make a numerical mark in red ink against such cases, commencing on the 30th September last inclusive. In all cases where "Irish" commit the offence the letter "I" will be placed under the figure.

Adulteration Act 1875
Inspectors of Weights and Measures will carefully follow the directions herein given in carrying out the provisions of the above Act.
Inspectors will only purchase samples of articles for analysis which are suspected to be adulterated and only send by Railway Passenger Train a few samples to the analyst at one time.
Inspectors must after buying and paying for a sample, immediately notify to the person supplying him his intention to have the article analysed and offer to divide it into three parts, each part he will, if a liquid, securely cork up in a bottle and seal with his own private seal in such a manner as to render it impossible for the contents of the bottle to be tampered with without the seal being broken placing one of the labels printed in pink over the seal and cork on each bottle, and again seal over the label. These labels will be numbered in writing consecutively in each Division from the 1st proximo, one part he will hand to the seller, retain one for future comparison, and send the third part to the Analyst and Inspectors will exercise the greatest care in numbering the different portions of a divided sample. If an article to be analysed is not a liquid Inspectors will proceed in the same manner to fasten up the samples using instead of bottles, whatever is most convenient and secure for the purpose.
When Spirits are sent for analysis not less than a quart should be purchased in cases where it is required to be divided into three parts, if not so required, a pint will be sufficient. In Ale and Beer cases not less than a gallon must be purchased to divide as before mentioned or half a gallon when not required to be divided.
Bottles, Labels and Tin Boxes to send per rail, will be forwarded to Inspectors and they will send to this office a requisition whenever new bottles are required.
If the Seller does not desire to have the sample divided into three parts, the Inspector will send the sample intact to the Analyst putting on the square label on the bottle or packet sent and forward a duplicate label to the Analyst with a letter of advice, to be placed on the portion which will be returned sealed to the Inspector these labels are numbered consecutively in each Division commencing on the 1st proximo.

The intemperate habits of Sergeant Elisha Lockett has caused so serious an injury to the discipline and credit of the Constabulary that the Chief Constable feels compelled to animadvert on it in a General Order, in the hope that Superintendents, Inspectors and Sergeants may by salutary example resulting from it take prompt and safe caution. Sergeant Lockett stationed in the small town of Altrincham during a period of 10 years, where both his Superintendent and Inspector also reside, has for some length of time, as only lately discovered by the Chief Constable, given way to drunkenness, and as a to natural consequence three men of his Section have followed his pernicious example. The Chief Constable has therefore dismissed Sergeant Lockett, discharged PC Wright Cooper, reduced PC Thomas Broome from £1.6s 10d to £1. 5s. 8d and PC William Williams from £1. 5s. 8d. To £1. 4s. 6d and both of these men will further be removed at their own expense. The Chief Constable with regret feels convinced that such intemperance did not come upon these men within a late period, and yet both Superintendents and Inspectors so neglected their duty, as not once to have report Sergeant Lockett for Drunkenness; only once PC Broome during a period of four years, PC Williams also, only once during a period of five years residence at Altrincham, PC Cooper not once during his residence there. Superintendent Steen for this gross neglect of duty is severely reprimanded, Inspector Leah is reduced to the rank of Sergeant at £1.12.s 8d and will be transferred to a less important station, where the Chief Constable trusts he will learn not to screen those under him to their
This Order will be read at the Head Quarters of each Division, on the several Petty Session days, and a copy given by Superintendents to each Inspector and Sergeant of their several Divisions.
PC Harrington Number 2 Division is awarded the Merit Badge with pay of 2d per diem from the 12th instant.

Sergeant Leighton is appointed Inspector at Altrincham at £90 per annum.
Sergeant Stanley is transferred to Altrincham vice dismissal of Sergeant Lockett.
Sergeant Nield is transferred to Sale and will take charge of the station there.
Acting Sergeant Dean is appointed Sergeant at 30/4d per week, and will take charge of Section at Great Budworth in Number 10 Division.
PC Shone Number 6 Division is appointed Acting Sergeant at 28/- per week and will take charge of Upton Section.
PC's Eastwood and Harvey the latter at 26/10d per week are transferred from Number 5 to Number 2 Division both to be stationed at Altrincham.
PC Alfred Davies of Number 5 Division is transferred at 28/- per week to Holmes Chapel and will take charge of the Station there.
PC Henry John Williams is transferred from Number 8 Division to Number 5 Division at 26/10d per week to be stationed at Booth Lane.
PC Wright of Number 10 Division is transferred to Number 5 Division and will be stationed at Northwich.
PC Percival of Number 4 Division will receive an increase in pay to 25/- per week from the 19th instant.

Superintendent Steen of Number 2 Division will be transferred to Number 10 Division and Superintendent Aston from the latter to Number 2 Division at the same rate of salary, such transfers to date from the 26th of March next.
Sergeant Jesse Leah of Number 2 Division will be transferred from Altrincham to Number 5 Division to be stationed at Middlewich and Sergeant Hollingworth to Number 2 Division at 33/10d per week to take charge of Lymm Station and Section.
PC W. Williams of Number 2 Division is transferred to Number 6 Division vice PC Royle who will be transferred to Number 2 Division and be stationed at Altrincham.

After 6 months service, without Misconduct, Constables at 23/11d per week will, if likely to make efficient Constables be recommended by their Superintendents for promotion to 24/6d per week.
In all cases where the regulated deductions from pay during sickness, or absence, are not made, an explanatory letter showing sufficient cause will be sent to the Chief Constable.
PC Sherwin, Number 3 Division will be transferred to Number 5 Division on the 4th instant and be stationed at Middlewich.

Sergeant William Leah of Number 7 Division has this day been discharged from the Cheshire Constabulary because of his intemperate habits also Constable Myers of the same Division has been dismissed for like cause.
The Chief Constable requests that Superintendents will after careful consideration of the subject, send to him by return of post their opinions whether the increase of cases of drunkenness in their several Divisions is caused by the Licensing Act of 1872 making that a Special Offence, or by a positive increase of drunkenness.

The Horse Allowance in Number 5 and 6 Division is increased from £60 to £70 and in other Divisions from £60 to £65 per annum from the 26th ultimo.
Acting Sergeant Thomas Steele and PC John Hayes will be discharged on the 21st instant on a pension of £40 per annum each, on the recommendation of the Chief Constable and on his recommendation a Gratuity of £85 has been granted to the Widow of the late Sergeant Samuel Powell, Broxton Division.
Sergeant Gosling of Number 5 Division will receive an increase in pay to 33/10d per week and PC Pickford to 29/2d, PC Mault of the same Division to 26/10d per week from the 1st instant.

1st That no stoppage of pay takes place during leave of absence for any period less than 7 days.

Should any of the police meet on the roads beyond one mile of Chester any Soldier carrying a bundle containing plain clothes, or, incompletely dressed as a Soldier especially before 1pm or after 10pm at night they will demand to see his pass if he cannot produce one, and the Constable has reason to suspect that he intends to desert he will make a prisoner of him and take him before a Magistrate.

Acting Sergeant Philip Walley Number 2 Division being convicted by Justices for drunkenness and assault is reduced to the rank of Constable.

A County Analyst having been appointed, Superintendents will again proceed to carry out the Adulteration Act 1875 adhering to General Order 26th January 1876.
They will commence to send samples to the Analyst J. Carter Bell Esq., 112 Radford Street, Higher Broughton, Manchester from Monday next, 30th instant during that week however they will only send samples of Bread and Milk. In the following week commencing Monday they send samples only of Beer and Spirits. In the next week samples of Tea, Pepper and Coloured Sweets. In the next week Lard, Coffee and Milk of Sulphur. Afterwards they will always carry out the same rotation commencing as above laid down in order to facilitate the Analysis of same articles at same time. The Beer will be obtained where the strongest suspicion exists; the other articles are often found in shops of the lowest class.

The Chief Constable encloses herewith extract from a letter in reference to which he requests Superintendents to make enquiries and send him answers when obtained at as early a date as possible "I am directed to ask you kindly to inform me whether wandering Italian Children are to be found in the streets of the various Towns in your Districts and if so to endeavour to ascertain where they lodge and with whom and whether they retain their earnings and maintain themselves, or are compelled to hand them over to a Padrone by whom they are maintained. In the latter case the Committee would be glad if possible to know the names and addresses of the Padrone.
Superintendents will also ascertain if "Prize Rackets" are sold in their Divisions, that steps may be taken to stop same, or if necessary to proceed against the sellers under the Lottery Act.

It will be understood that the police will not attend 'Sales' unless some special cause exists, such as suspicion of Cattle Disease, of late it has been a mere temptation and means of excess drink, without any apparent object in view.
Sergeants are again specially cautioned against personal interference with Constables when they are drunk, as it too often leads to the more serious offence of assault on, or, abusive language against themselves.

The Chief Constable wishes to impress on the Superintendents after the late atrocities and fatal attacks on the police by poachers, it would be advisable in rural districts where Poachers may be met, that Constables should work two or three together as far as practicable during night duty.
Should any very serious assault on the police be committed by Poachers or others, notice thereof will be at once communicated to this officer by Telegram.
