The following promotions will take place from the 10th instant Sergeant Walker Number 6 Division to 29/2d per week and PC Harvey of Number 5 Division to 24/6d per week. Acting Sergeant Porter of Number 9 Division is awarded the Merit Badge with pay of 2d per diem for Long and Meritorious Service.

Adulteration Act 1872
The Chief Constable find that sufficient enquiries are not made beforehand in respect of parties selling articles supposed to be adulterated, as out of 181 cases in twelve months 134 were found to be unadulterated, besides 20 cases dismissed this is neither satisfactory to the sellers, or, to the public for the former may fairly complain of the exposure and the latter of the failure therefore Superintendent of Number 8 Division who has taken but little trouble in respect of this.
Superintendents are further reminded that they are not limited to merely obtaining samples of Milk, Tea and Bread but the Act applies generally to all articles of Food, Drink and Drugs.
Should any case of Wine, Spirits or Beer be tried, it would be well that the sample be obtained by one of the public and after strong suspicion or appearance that it was adulterated.

Superintendents are advised that Canine Madness exists to an alarming extent in and around Macclesfield and should it spread to other Divisions they will immediately bring it to the notice of their Magistrates, so that the latter may excise their discretion as to issuing an Order to confine all dogs.

The enclosed amended notice will be used in future by the Inspectors and will when practicable, seal all articles with a seal of Vendor.

General Election 1874
West Cheshire. Wednesday 4th February being the nomination day for West Cheshire, Superintendent Wilson, a Sergeant and 3 Constables from the Reserve will attend at Chester Castle at 11.30am.
Mid Cheshire. Thursday 5th February being the nomination day, Superintendent Steen will attend at Knutsford Court House at 11.30am with a Sergeant and 6 Constables.
East Cheshire. Friday 6th February being the nomination day Superintendent Williamson will attend at the Town Hall, Macclesfield at 11.30am with a Sergeant and 6 men in addition to the Borough Force.
Birkenhead. On the Polling Day on the 3rd February Superintendent Egerton will assemble his Division for duty in such parts of the Parliamentary Borough as are under County Police Jurisdiction and will receive orders from the Returning Officer as to the number of men required at Polling Booths but he will not allow his men to enter Birkenhead unless specially ordered by the Chief Constable.
Stalybridge. On the 4th February, Captain Arrowsmith will make the necessary arrangements for a sufficient number of Constables to be at the several Polling Booths in that part of the Parliamentary Borough situated in the County and such distribution of the men of his Division and the police under his command for the preservation of the peace in Cheshire as he may consider advisable.
Superintendent Steen, 3 Sergeants and 18 Constables and Superintendent Lawton with 2 Sergeants and 10 Constables will attend at Hyde on the 4th February arriving not later than 10am.
The Police at Polling Booths will consider themselves under the orders of the Presiding Officer at each station and will strictly carry out all orders received from him.
Captain Arrowsmith will keep the Chief Constable well informed by Telegram of the state of Dukinfield and neighbourhood during the Election and he will not enter the Municipal Borough of Stalybridge without orders from the Chief Constable.
Superintendents of other Divisions will make arrangements without taking men from their districts to send them immediately to any point on receipt of Telegram directing them to do so. Superintendents will acknowledge receipt of this order.

Superintendents are referred to General Order of the 26th May 1869 as to Vagrants and in consequence of the sudden and great increase of Vagrancy of late in Cheshire, Superintendents will circulate and placard in safe and suitable places the Bills forwarded herewith and further respectfully be the assistance of the Magistrate in endeavouring to check this offence.

Superintendents will prepare and send to this office a list of known Poachers in their Divisions, specifying residence and if convicted of Poaching, or, other offences.
In consequence of the cleaver detection and energetic conduct in a case of Fowl Stealing, PC William Bebbington of Number 5 Division is promoted to 1st Class Constable at 25/8d per week from the 7th instant.

Superintendent James Williamson having been recommended for Superannuation the following promotions will take place consequent thereon
Inspector Saxton of Number 6 Division is promoted to the rank of Superintendent in Number 8 Macclesfield Division and will take charge of Macclesfield Station, pay to commence at £120 per annum.
Acting Inspector Hindley of Number 5Division is promoted to the rank of Inspector at Wallasey in Number 6 Division and will take charge there, pay to commence at £90 per annum.
Sergeant Dutton of Number 2 Division is promoted to the rank of Acting Inspector and will be transferred to Number 5 Division to take charge of Section and Station at Northwich.
Sergeant Leighton of Number 3 Division is transferred to Number 2 Division to take charge of Section and Station at Lymm.
Acting Sergeant Porter of Number 9 Division is promoted to the rank of Sergeant at 28/- per week and will be transferred to Number 3 Division and be stationed at Tarporley.
PC Hollingworth Number 4 Division is promoted to the rank of Sergeant at 28/- per week, and will be transferred to Number 3 Division and be stationed at Middlewich.
Sergeant W. Leah Number 5 Division will be transferred to Number 7 Division re Sergeant Gordon reduction and dismissal.
Sergeant Dutton Number 2 Division, Sergeant Leighton of Number 3 Division and Sergeant Millington of Number 4 Division will receive the Merit Badge and pay for Long and Meritorious Service. Mr. Aston Superintendent of Number 10 Division will come on the increased rate of pay of £165 per annum from the 11th instant.

The Chief Constable from continual observation is obliged to remind all classes of the police that it is most important part of their duty to notice, as far as possible all persons who pass them, or are seen by them by day, or, night, in order to recollect the appearance of any strangers of suspicious aspect.

The Chief Constable has observed of late that in some Divisions the estimates for repairs, painting, and papering have been unnecessarily high at Police Stations and therefore as there are 38 Stations in the County and economy must not be neglected, he reminds Superintendents that they must not listen to the frivolous complaints of some who occupy these stations and who think because they belong to the public that they should be kept up in a state beyond residences suitable to their position as an instance of this, in one case paper at 1/6d a piece was estimated for a policeman's bedroom, whereas it must be well known that paper of good quality and quite equal to the purpose could be procured from 8d to 1/- per piece.

PC James Kennedy, Reserve Division is dismissed from the force for concealing that he had served in the Lancashire Constabulary and been dismissed from the same.

Superintendents will bear in mind that in selecting Constables to attend Fetes, or, other large meetings of Amusement or Entertainment that no Constable must be selected who is addicted to drink too much on such occasions.
The Chief Constable finds Superintendents neglecting to recommend for immediate promotion to 23/4d per week as per General Order of the 11th June 1872 Constables who have served 6 months with efficiency and good conduct at the Probationary pay of 22/- and he therefore desires that in future they will not lose sight of this advantage to their men.

Inspector Buckley and PC Booth will be in plain clothes. Helmets and Metropolitan Staves to be worn. Captain Arrowsmith with 25 men of his Division will attend Crewe Railway Station on the above date at 3pm remaining there until receipt of telegram from the Chief Constable. A Sergeant and 5 men from Number 8 and a Sergeant and 5 men from Number 9 Division will join the Deputy Chief Constable there at that hour. Superintendent Egerton with 20 men at 4pm will hold themselves ready at the Birkenhead Railway Station to move on receipt of telegram on that date.

The police will be most careful to exercise the coolest discretion and good temper in and around Hookersbrook on Wednesday 19th instant, remembering that the chief cause of this assembly of the public is to contest what is held to be a public right, as a matter of course there cannot be allowed in trying this right any injury to private property or any breach of the peace.

The Chief Constable desire that it may be made known to the Constabulary that he intends applying to the Court of Quarter Sessions for an annual grant to enable him to assist in the payment of the rents of officers exceeding this following amounts, Married Inspectors 4/6d per week, Married Sergeants 3/6d per week and Married PC's 3/- per week.
The Chief Constable directs that in future the Constabulary will discontinue the practice of taking charge of Witnesses and Bills of Indictment at Assizes and Sessions, this being specially the duty of the Prosecuting Solicitors.

Constables when employed in plain clothes on occasions of possible riot must understand that they are not to make themselves known to the public by any open acknowledgement of police in uniform.

Superintendents will always keep one or more of the notices of vacancies in their force, herewith sent, posted up in a conspicuous place at each of the police stations in their Divisions and wherever else they think desirable and be careful that all applicants conform to the requirements therein. Superintendents will forward to this office their Testimonials which they will get authenticated, together with a letter from the Superintendents addressed to the Chief Constable stating whether in their opinion the Candidate is likely to make a good officer, notice will then be sent whether the man is to attend at this office or not.
Superintendents will send to this office a copy of each Letter sent to the Registrar respecting suspected persons as directed in General Order of the 6th December 1871 and copies of the several answers received in reply thereto.

Chief Constables Office, Chester 5th September 1874
In reference to General Order of the 27th, the Chief Constable regrets to find that, with the exception of Mr. Saxton and Mr. Rowbottom Superintendents have been extremely negligent, amounting indeed to a most careless omission of duty and even the two Superintendents named have only on one occasion each referred to the Registrar and then with a successful result and the Chief Constable with a view that this duty may be properly observed in future forwards those two cases and directs the signature of each Superintendent to be endorsed thereon showing they have been read.

The following promotions will take place on the 30th instant Superintendent Saxton of Number 8 Division is promoted to the larger Division of Number 4 at the increased rate of pay of £143 per annum and will take over the Station at Nantwich on or before the 29th instant. Superintendent Laxton is Superannuated on £110 per annum.
Inspector Dale of Number 2 Division is promoted to the rank of Superintendent in Number 8 Division at £120 per annum and will take over the Station at Macclesfield on or before the 29th instant.
Sergeant Jesse Leah of Number 7 Division is promoted to the rank of Inspector in Number 2 Division at £90 per annum and will be stationed at Altrincham.
Sergeant Powell of Number 1 Division is awarded the Merit Badge and pay for Long and Meritorious Service.
Sergeant Horne will be transferred from Number 3 to Number 7 Division.

The following promotions will take place on the 30th instant Acting Sergeant Pennington from Number 6 Division to be Sergeant at 28/- per week and to be stationed at Over in Number 3 Division. PC Tew of Number 8 Division to be Acting Sergeant and to be stationed at Tranmere in Number 6 Division.

Sergeant Hardern of Number 6 Division will be transferred to Number 3 Division on the 30th instant instead of Sergeant Pennington as ordered in General Order of the 12th instant.

PC Hesketh of Number 2 Division is dismissed from the force for drinking in a Public House when on duty with low characters. PC J. Lea is dismissed for drunkenness and other misconduct.

The following promotions will take place from the 9th instant PC Frederick Lowe Number 7 Division to 23/4d per week and PC E. Barter of Number 7 Division to 23/4d per week.

PC Joseph Oakes Number 6 Division is dismissed the force for disobedience of Orders and insolent language to his Sergeant. PC Coleburn Number 6 Division is promoted to 23/4d per week from the Probationary Class. PC Robert Hoskins Number 6 Division is dismissed the force repeatedly absenting himself from duty and neglect of same.

In consequence of a Letter from the Home Secretary dated 24th September 1874 complaining of the frequent damage done to the Telegraph Wires and Insulators by stone throwing the Chief Constable directs that immediate attention be given by the police to same and that they will take every possible opportunity occurring in their duty of detecting men or boys throwing stones as above, taking their names and charging them under the Malicious Injury Act, or reporting the case to the Local Post Master.

PC Bradshaw of Number 7 Division is dismissed the force for repeated acts of drunkenness and absence from duty.
Chief Constables Office, Chester 30th October 1874
Superintendents will send to this office a Certificate on herewith sent for each officer in their Divisions who are paying weekly rents exceeding the amounts given in General Order of the 22nd August last, with a memorandum at the back thereof stating the extra quantity of ground attached, included in such payment of rents, also whether they have lodgers, police officers or others.

The Chief Constable has obtained authority according to his judgement on the requirements of each case to assist in part payment of any ranks in excess of certain amounts and will therefore require for his guidance a Return as per Form enclosed to be completed and sent to this office.

In reference to General Order of 5th September last it is found that information from Registrar General becomes most valuable in securing deserved punishment on old offenders, and therefore the application for it is encouraged as soon as the documents are finished with, it must be understood that they are to be returned forthwith to the Registrar General by the Superintendent to whom they were sent and who is alone strictly responsible for their safe custody and return.

The Chief Constable has received a communication from Sir Harry Mainwaring Bart, notifying the approval of himself and the Court in the case of the very Gallant Conduct of Sergeant Nield and PC Newns in an attack on them by Poachers and the Chief Constable has great pleasure in consequence of awarding the Merit Badge and Pay to Sergeant Nield and in promoting PC Newns to the rank of 2nd Class Constable with pay of 24/6d per week.
In the event of any Constable or Sergeant being absent from his duty, house, or district without knowledge of the police or of his family, if married or under circumstances of suspicion, immediate search will be made in all directions by as many men as the Superintendent or Senior Officer on the spot may think desirable, whether obtained from his own or other Divisions.

Divisions will parade as follows for the purpose of being measured for new clothing, Superintendents will at the same time make out Lists in duplicate one of which will be forwarded to this office of the sizes in inches of each Sergeant and PC round the leg below the knee, round the calf and over the top of the boot for leggings, the Measurer will take the size on his Lists for Superintendents and Inspectors.

In reference to cases of Bestiality the Chief Constable desires to impress strongly on Superintendents the fact that the evidence elicited during the trial of same and the publicity thereby given to the disgusting and unnatural details, known as they fortunately are to but a small portion of the very lowest of the population invariably produces incalculable mischief and therefore cases of this nature should be brought forward only on such conclusive evidence as certain to secure a conviction, and moreover, if possible on evidence other than that of the police.
