Superintendent Egerton of the Runcorn Division will succeed Mr. Hammond as Superintendent of Wirral Division at a Salary of £150 per annum. Inspector Aston is promoted to the rank of Superintendent of the Runcorn Division at £120 per annum Superintendent Lawton is transferred to Hyde Division at a salary of £150 per annum. Acting Sergeant Leighton of Number 2 Division is promoted to the rank with pay of Sergeant at 24/- per week and will be transferred to Number 3 Division. The above promotions will take effect from the 26th instant The following Sergeants are promoted to Acting Inspectors from the 1st instant, Sergeant Hulme Number 5 Division and Sergeant Dale Number 9 Division. Chief Constables Office, Chester 16th January 1871 Sergeant Saxton of Number 3 Division is appointed Inspector in Number 6 Division at a salary of £80 per annum and will be stationed at Egremont, where he will proceed without delay and Sergeant Leighton of Number 2 Division will proceed on the same date to Tarporley and take charge of the station there. Chief Constables Office, Chester 19th January 1871 Acting Sergeant Gosling Number 4 Division is awarded the Merit Badge with pay of 2d diem for Long and Meritorious Service. Chief Constables Office, Chester 21st January 1871 Superintendents are not complying with the orders of the Chief Constable in always sending in the names of any men unlikely to make efficient Constables and the Chief Constable requests that this neglect may be remedied. Superintendents of Numbers 1, 2 and 3 Divisions will send in their own Journals for Inspection of the Chief Constable. Chief Constables Office, Chester 1st February 1871 Captain Arrowsmith, late Chief Constable of Bedford is appointed Superintendent of Number 9 Division at a salary of £130 per annum. Captain Arrowsmith Superintendent of the Stockport Division is appointed Deputy Chief Constable of Cheshire from this date at a salary of £100 per annum. Chief Constables Office, Chester 20th February 1871 In consequence of a very great prevalence of Small Pox throughout England the Chief Constable earnestly recommends the re vaccination of each member of the Cheshire Constabulary together with their wives and Families of those who are married. PC T. Williams and S. Burgess of Number 6 Division are promoted to the increase of pay at 21/- per week from the 13th instant. Chief Constables Office, Chester 23rd February 1871 Duties of Deputy Chief Constable He will perform the duties of Superintendent of such Division as the Chief Constable may appoint him to and no duty of Deputy Chief Constable unless specifically ordered by the Chief Constable or on a sudden emergency in any adjoining Division, which he will immediately communicate by telegram to the Chief Constable. He will always appear in uniform as Assizes, Petty Sessions, Riots or other assembling of the police on duty, or when attending Magistrates with Prisoners. He will always be saluted as Deputy Chief Constable by all ranks of the Constabulary and he will himself salute Magistrates and others generally entitled to such a compliment from the police. He will sign himself as Deputy Chief Constable and Superintendent and also be addressed as such. He may occasionally absent himself from his Division for a day without applying for leave of absence but for longer periods he must apply as usual. He will keep a Horse and Cart always available for any public duty required. The Special Duty Allowance for the Deputy Chief Constable will be 4/- per day and 2/- per night, when absent from his Division. He will be entitled to travel 1st Class by rail. On first arrival in his Division he will call upon the Magistrates of same in uniform. Chief Constables Office, Chester 23rd February 1871 In reference to General Orders of the 20th instant Superintendents will make arrangements with Medical Men to vaccinate or re-vaccinate the officers of their Divisions, six or more at a time and they may charge in their accounts the sum of 2/6d for each man provided a Certificate from the Doctor accompanies the charge showing that the operation has been successful. The large placards sent to Superintendents re mad dogs will be posted in each Township of their Division in such a manner that they can be seen and read by the public. Chief Constables Office, Chester 24th February 1871 Stalybridge Election Superintendents are referred to General Orders of the 15th September and the 4th and 9th November 1868. In reference to the Election at the Municipal Borough of Stalybridge, Mr. Lawton will assemble the whole of his Division on the nomination day and the following detail of police will also proceed to Hyde arriving there not later than 10am on the 27th instant. Mr. Lawton at 6pm on the nomination day at Stalybridge will report by telegram the state of that district to the Chief Constable. Metropolitan Staffs, and Cutlasses will be taken by the men, the latter being kept strictly out of sight, helmets will be worn. Chief Constables Office, Chester 25th February 1871 In the event of a Riot at the Election at Stalybridge the presence of a Magistrate will be sought and a strong section of the police will be held in readiness with Cutlasses on, and which fact of wearing Cutlasses will be immediately communicated to the nearest Magistrate. Chief Constables Office, Chester 28th February 1871 Sergeant Turner of Number 9 Division is awarded the Merit Badge with pay of 2d per diem for Long and Meritorious Service. Chief Constables Office, Chester 3rd March 1871 Subject to the approval of the Secretary of State the pay of the following Superintendents is increased from the 1st instant Name Old Rate New Rate Superintendent Wilson £130 per annum £150 per annum Superintendent Steen £130 per annum £150 per annum Superintendent Egerton £150 per annum £160 per annum Chief Constables Office, Chester 9th March 1871 Pedlars Act. Superintendents will be careful only to issue Certificate to persons residing in the police district of the County of Chester Whenever a penalty is imposed under the Act and the police are the informers they will apply under Section 10 of the 3rd and 4th V.C. 88 for a moiety thereof and credit same to the Superannuation Fund, in their Quarterly Account with the County Treasurer. Superintendents will send to this officer a Quarterly Account as form herewith sent and they may charge therein an allowance of 3d for every Certificate granted or Endorsement made and credit the fee of 6d in each case to the County Treasurer, the numbers of which must agree with the numbers entered in the monthly Returns. Chief Constables Office, Chester 11th March 1871 In reference to General Order of the 3rd instant the pay of Superintendent Egerton is increased to £175 per annum instead of £160. PC Edge of Number 7 Division and PC Dale of Number 2 Division are dismissed from the force. Chief Constables Office, Chester 13th March 1871 Superintendents will send in the names of any of the Constabulary who may live in houses, cottages or lodges for convenience of owners without paying rent stating by what authority they were allowed to do so. Chief Constables Office, Chester 14th March 1871 In consequence of the clever Capture of a Horse Stealer PC Burton of Number 10 Division is promoted to increase of pay to 22/- per week. Chief Constables Office, Chester 15th March 1871 All painting and whitewashing at police stations to be completed as soon as possible and everything held ready for the Inspection. Superintendents are further referred to General Order of the 24th March 1870. Chief Constables Office, Chester 16th March 1871 The Inspection of the Cheshire Constabulary will not take place until the end of April. In consequence of the increasing frequency of Canine Madness from the bites of mad dogs, the police will caution owners of dogs so bitten, at once to make them fast and safe and after such caution they will forthwith destroy all dogs found at large, which they know to have been thus bitten by mad dogs. Chief Constables Office, Chester 18th March 1871 Census 1871 Superintendents will carefully carry out the instructions contained in the copy of the letter herewith enclosed. And they will furnish the Enumerators with a list of all persons described in paragraph 4 of the said letter. The necessary forms for that purpose will be applied for by Superintendents to the District Registrars. Chief Constables Office, Chester 28th March 1871 In reference to the enclosed letter from the Secretary of, a copy of which will be entered in the General Order Book, Superintendents will grant Certificates of Pedlars in accordance with the instructions therein given, and they will send to this officer a statement showing any case in which they have deviated there from. Chief Constables Office, Chester 6th April 1871 Mad Dogs Superintendents will address and forward to the Chairman of all Local Boards in their Divisions, except to those who may have already issued orders on the subject one of the enclosed circular letters, and they will report to this office, to where they have been sent and what steps are taken in consequence, they will also forward a list of Townships included in the district of any local board which may issue a notice on the subject. Chief Constables Office, Chester 10th April 1871 In consequence of the extraordinary number of dogs at large, Superintendents will direct their men carefully to ascertain whether any are kept without a license, and if so, to take proceedings against the parties and in all cases of convictions, one half of the penalty will be allowed for his own private use, to the officer giving information to the Excise. Chief Constables Office, Chester 12th April 1871 Sergeant M. Callen of Number 4 Division is awarded the Merit Badge with pay of 2d per diem for Long and Meritorious Service. PC Kennerley Number 4 Division is promoted to 21/- per week, and PC Hollingworth will receive the extra Special Duty Allowance of 5/- for the zealous performance of his duties. Chief Constables Office, Chester 21st April 1871 Superintendents will immediately inform the Chief Constable whether it is or ever has been the custom in their Divisions to compel parties to advance the expenses of Constables in apprehending persons charged with Felony or Misdemeanour.
