The Chief Constable therefore trusts the Police will always exert themselves to obtain full and early information of the antecedents of all prisoners and will further, as far as in their power urge the Solicitors for the Prosecution with the assistance if necessary of the Governors of the Jails, to take like steps to secure this Justice, important alike to prisoners as to the public. The Chief Constable much regretted to notice during the Election Riot at Sandbach unnecessary violence to prisoners when taking them to the cells, nothing whatever occurred to justify it, and no prior conduct of the prisoners could in any way be allowed as an excuse for such cowardly treatment of them and which he trusts therefore he may not again witness or he will severely visit the parties concerned who on the occasion above alluded to, were fortunately for them unknown to him. Chief Constables Office, Chester 26th January 1869 The Chief Constable desires that Superintendents will not further neglect carrying out by themselves and the Police generally the provisions of the 6th and 7thW4 C37 as ordered in the printed circular of the 18th March 1868. The Superintendents of Numbers 1, 2, 3, 7, 8 and 9 Divisions have neglected this order in a manner injurious to the public interest. Chief Constables Office, Chester 26th January 1869 The following officers will be discharged on the 31st instant being incapable from infirmity of body to discharge the duties of their office PC Woolley, Number 4 Division upon the recommendation of the Chief Constable with a Gratuity of £50. PC Bowers Number 6 Division upon the recommendation of the Chief Constable with a Gratuity of £25. Chief Constables Office, Chester 28th January 1869 PC Davies of Number 4 Division will receive increase in pay to 21/- per week from the 1st proximo. Chief Constables Office, Chester 19th February 1869 Certain Magistrates having brought to the notice of the Chief Constable the fact that Gypsies and Tinkers with Carts and Horses are in some parts of the County permitted by the police to locate themselves for one or more days on the Highways, the Chief Constable desires that orders in respect to this offence may be forthwith carried out, and that whenever these parties are discovered to have passed more than one night that the Constable of that District be reported for neglect. PC T. Jones of Number 5 Division to be 1st Class Constable at 23/4d per week. Chief Constables Office, Chester 24th February 1869 Inspectors of Weights and Measures will watch narrowly large scales whether the scoop like tin for placing potatoes flour etc, can be moved nearer or further from the centre of the scales, as yesterday such a process by the leverage was detected at Altrincham and by moving said tin to extreme end from the centre of scales gave 4 1/2 oz against customers. Superintendents will at once take steps to have the Stations in their several Divisions properly cleaned and whitewashed. The police can be employed at Special Duty Allowance for the latter purpose. If painting be required estimates for same will be obtained and forwarded for approval. Chief Constables Office, Chester 8th March 1869 As some misconception seems to exist in respect to Memorials, Presentations etc to members of the Constabulary, the Chief Constables desires that it will in future be understood 1st That no member of the force is allowed to take any steps himself to 'get up' any such thing and on no account for any object to solicit signatures, except by the permission of the Chief Constable, first obtained. 2nd That no such Memorial, Presentation etc, will ever be sanctioned by the Chief Constable to any member of the force while remaining in the District, but only on removal from same, excepting always any reward for exceptional cases duly reported. Chief Constables Office, Chester 23rd March 1869 On the late Inspection the Chief Constable feels in necessary to make the following remarks 1st In some of the States the Superintendents had wrongly entered men sick and on duty under the heading of wanting to complete. 2nd In the Constables Duty Book under the heading at the foot of the page ' Deviation from duty scales' the non attendance at Conference points from any cause was in many instances not entered as it ought to have been. 3rd In one or two cases the Superintendents was not qualified to Drill and therefore not to command his own men. 4th In one Division the men had taken off the leather thongs issued with the staves on the absurd plea that they could not get them into the cases. 5th In one instance the new clothing was most carelessly fitted and it further transpired that the old clothing had not been regularly examined once a month as ordered. Superintendents will inform the Chief Constable of all cases of late where the Excise have not given a reward or portion of the Penalty on conviction, after information of the police, of parties keeping dogs without a license, as the stoppage of these reward is a loss to the Superannuation Fund for which all ranks of the Constabulary ought to be anxious. Chief Constables Office, Chester 15th April 1869 The following men have been dismissed from the force PC Denson of Number 6 Division for Drunkenness and indecently assaulting a woman. PC Mottershead, Number 7 Division for drunkenness and assaulting an old blind man. PC Reece of Number 6 Division is discharged on the recommendation of the Chief Constable with a gratuity of thirty pounds he being incapable from infirmity of body to perform the duties of his office. Chief Constables Office, Chester 29th April 1869 Superintendents will from this date direct a vigilant observation to be made by their men so as to determine if any increase of Vagrants take place in consequence of the stringent carrying out of the existing law against Vagrants in Lancashire and Superintendents will send to this officer on the 15th proximo a report expressive of their opinion on this subject. Chief Constables Office, Chester 1st May 1869 Superintendents are often in the habit of grumbling at the part worn clothing issued from Head Quarters to men joining their Divisions and it is well they should understand that this is chiefly caused by their own negligence in not taking care that on men leaving their Divisions the proper clothing is sent in, instead of an exchange for worse first taking place and then being forwarded. In future Superintendents will send in a Certificate at the end of each quarter commencing 30th June next stating that they have inspected the clothing and appointments of their Divisions and found them complete and in good order or otherwise. Chief Constables Office, Chester 8th May 1869 Superintendents will always be careful after having obtained the sanction of the Chief Constable that when they promise Police assistance at any Meetings that it is on the understood condition that the said Police will not be otherwise required. Chief Constables Office, Chester 14th May 1869 Superintendents will send in a list of any new Sign Boards required, mentioning also the number that may require repainting. Chief Constables Office, Chester 17th May 1869 It having come to the knowledge of the Chief Constable that Constable has been collecting Rates for Overseers, Superintendent is requested to make immediate and strict enquiry to discover if any men of their Division are so collecting Rates or any other monies and report to this office. The following men are dismissed the force PC Phillips of Number 1 Division "In having collected Rates for Overseers without permission and unknown to his Superintendent and further with having fraudulently exacted and wrongfully appropriated to his own use an amount in excess of the said Rates". PC Lucas Number 7 Division for repeated acts of drunkenness. Chief Constables Office, Chester 25th May 1869 Detective Inspector will receive increase of pay to 29/- per week from the 11th instant. Chief Constables Office, Chester 26th May 1869 Superintendents will before circulating and posting the enclosed notice caution their men that they will only apprehend in such cases where evidence can be obtained of the act of begging and where the offenders are from appearance professional tramping beggars and not hard working men and this may be done by degrees so as not too quickly to fill the jails. Chief Constables Office, Chester 29th May 1869 Superintendent will at once have painted at the Head Quarters of their several Divisions by the same person to secure uniformity all Police Sign Boards requiring to be done as follows "Cheshire Constabulary" The new ones required will be made and sent from Chester. Chief Constables Office, Chester 31st May 1869 As the notorious Lecturer Murphy is now at Sandbach Superintendents are requested to make immediate arrangements so that if Riots ensue then the men may be speedily sent on receipt of telegram. Chief Constables Office, Chester 5th June 1869 PC William Burgess of Number 6 Division will receive increase of pay to 21/- per week from this date. Chief Constables Office, Chester 7th June 1869 Superintendents must impress upon their men the necessity of informing the Magistrates of all monies found on Vagrants that an order may be made by Magistrates for conveyance and maintenance of aid Vagrants in Jail, out of such money or property so found and a careful search must be made for at Lymm lately a few shillings only were discovered by the police on a Vagrant and on being searched afterwards in Jail 11 Sovereigns were then further discovered on him. PC Hindley is promoted to 23/4d per week. On all occasions when the police are summoned by the Chief Constable in the anticipation of Riots they will invariably wear Cutlasses and be otherwise prepared for such emergency. Chief Constables Office, Chester 14th June 1869 PC Samuel Blease of Number 6 Division will receive an increase of pay to 21/- per week from this date. Chief Constables Office, Chester 17th June 1869 Superintendents will send a Return to the 25th inst inclusive, of all Vagrants apprehended since date of order to that effect, with any particulars in a Column of Remarks that they may think needed and showing the number of day's sentence in each case. PC Hollingworth of Number 4 Division will receive increase of pay to 23/4d from this date. Chief Constables Office, Chester 18th June 1869 Superintendents will please ascertain from the several unions in their Divisions whether there has been a decrease of Vagrants since the 1st instant and send this information with a Return already called for on the 25th. Chief Constables Office, Chester 28th June 1869 Superintendents will send a list of any and all Passes on Railways showing date when granted and distance over whence they can travel by same. Chief Constables Office, Chester 1st July 1869 Sale of Bread other than by Weight. Superintendents are referred to the case of Regina v Wood decided in the Court of the Queen's Bench on the 7th ultimo see Justice of the Peace 19th June 1869, page 390. Chief Constables Office, Chester 3rd July 1869 PC Hasall of Number 10 Division is promoted to the pay of 21/- per week in consequence of his Gallant Conduct in saving the life of a child by jumping into deep water without time to undress or prepare. PC Ainsworth of Number 7 Division is dismissed from the force for concealing he had served in the Manchester Police and had been ordered to resign there from. PC Doherty Reserve Division is dismissed for obtaining an appointment by forged Testimonials of Character. Chief Constables Office, Chester 23rd July 1869 On several occasions lately application for the attendance of the Constabulary has been made too late to admit of an answer from the Chief Constable and therefore Superintendents will seek to remedy this by requesting parties likely to require such services that they make their application in time. Chief Constables Office, Chester 26th July 1869 The Chief Constable was surprised to find in a Cheshire Newspaper a long report of a presentation to Mr. Steen by the Sergeants and Constables who had served under him at Stockport and further that Sergeant Dale is therein reported to have said "Today the Sergeants and men of this Division have sent for you Mr. Steen etc" all of which is so contrary to discipline and to the total acknowledged rule in all disciplined forces, that testimonials are not to be presented by subordinates to Superior Officers because under different circumstances animadversion might in like manner be conveyed that the Chief Constable feels called upon to condemn such breaches of discipline and to desire that Mr. Steen will not again countenance this unfortunate weakness of parading in print and the Constabulary will understand that no presentation of any kind will be allowed except by the permission of the Chief Constable first obtained, and on no account will he ever sanction any presentation memorial etc, by any of the Constabulary to another except on the occasion of the latter finally leaving the force. Chief Constables Office, Chester 2nd August 1869 PC R. Davies of Number 2 Division is dismissed from the Force "for neglect of duty and being found by his Sergeant drunk and asleep in the harness room of the Unicorn Hotel, Altrincham" a robbery being committed on his beat during his drunkenness. Chief Constables Office, Chester 6th August 1869 Superintendents will at once begin to prepare careful Memorandums as the character of all applicants for renewal of Beer House Licences and also as to the manner in which these houses have been kept during the past year so as to submit to each Bench of Magistrates at their Annual Licensing Meeting full information may be required of them also they will obtain the fullest possible information as to character of all applicants not before licensed for same object. Colonel King on the part of the Volunteers has conveyed to the Chief Constable an expression of efficient and cheerful performance of duty by Mr. Hammond and the Constabulary at Shotwick. Chief Constables Office, Chester 10th August 1869 Superintendents will make enquiry and forward to this office the information as to whether Pleura Pneumonia prevails much in their Divisions and whether it is very fatal. Chief Constables Office, Chester 2nd September 1869 In consequence of Gallant and Energetic Conduct at a Prize Fight Sergeant Morris of Number 10 Division is promoted to the Rank and Pay of a Sergeant at 27/- per week and PC's Joseph Jones and Robert Smith to the pay of a Second Class Constables at 22/- per week. Superintendents will invariably report to the Chief Constable any illness o kept by them for police purposes when extending beyond one week. They will also never turn out the horse to grass except on special authority, as such animal cannot be fit or ready for an emergency as the Chief Constable has already found on more than one occasion. Chief Constables Office, Chester 4th September 1869 Superintendents will send in to Head Quarters the Colt Revolvers with all belongings thereto in god order. Sergeant Bebbington of Number 10 Division is promoted to the Rank and Pay of 25/- per week. Chief Constables Office, Chester 7th September 1869 The following advance of pay will take place from the 1st instant Division Rank and Name New Annual Pay 4 Superintendent Laxton £150 5 Superintendent Rowbottom £165 9 Superintendent Lawton £130 10 Superintendent Egerton £130 11 Superintendent Oldmeadow £165 Chief Constables Office, Chester 10th September 1869 Superintendents will send in the names of one man in every ten of their strength as recommended by them for promotion. Chief Constables Office, Chester 11th September 1869 Superintendents will ascertain and report to the Chief Constable as soon as possible whether there is any decrease in Vagrants in the Unions in their Divisions also if offences usually committed by such class are diminishing. Chief Constables Office, Chester 15th September 1869 PC Thomas Spann of Number 7 Division is promoted to the rank and pay of 3rd Class Constable at 21/- per week for very gallant conduct in jumping into a river after a Prisoner and securing him. Chief Constables Office, Chester 20th September 1869 PC Hardern Number 5 Division is rewarded with Special Duty Allowance of 5/- for affecting with the aid of Superintendent Rowbottom the capture of two Prisoners after a long chase. Chief Constables Office, Chester 24th September 1869 Superintendent Little having sent into Head Quarters in a rusty and dirty state the Colt Revolvers issued to his Division the Chief Constable requests that Superintendents will make a quarterly inspection of all Revolvers belonging to the County in their several Divisions. Chief Constables Office, Chester 2nd October 1869 Superintendents will carefully read over all orders issued in November 1868 in respect to the General Election and will bear them in mind during their attendance at the forthcoming Election for the Eastern Division of Cheshire. Wednesday the 6th instant being the nomination day for East Cheshire at Macclesfield, Mr. Williamson will assemble there the whole of his Division and Mr. Lawton will proceed there with 2 Sergeants and 12 PC's and Mr. Little will also attend there with 3 Sergeants and 24 PC's arriving at Macclesfield County Police Station not later than 9.30am and returning to their Districts as soon as they can be spared. Chief Constables Office, Chester 2nd October 1869 The following letter will be read to the men of their several Divisions on the first opportunity that they may feel their kind sympathy for a brother Constable is fully appreciated. Preston Borough Police, Head Constables Office, 17th October 1869 Sir, With great pleasure I beg to acknowledge receipt of Postal Order £14. 2s. 2d in aid of the late PC Parker's children and am greatly obliged for the kind manner in which you have the matter up. I am happy to say that upwards of £400 has been collected but as soon as the list is closed I will send you a local paper with full particulars. I am James Dunn Head Constable Chief Constables Office, Chester 5th October 1869 Saturday the 9th October being the Polling Day for East Cheshire Election commencing at 8am and terminating at 5pm the following arrangements will be made. Mr. Little will send 8 men to Dukinfield, 3 men to be told off for each Booth and 1 man to be entrance and 1 man exit of Temperance Hall, he will place 3 men at each Polling Booth at Hyde and 1 man at the entrance and 1 man at the exit of the Temperance Hall there, he will send 4 men to Mottram in Longdale for the Booth at Mr. Bancrofts shop, Mr. Little will arrange the proportion of Sergeants to be included in above the remainder of Mr. Little's Division will be held in reserve at Hyde Station or as may be required. At Macclesfield Mr. Williamson will assemble the whole of his Division and Mr. Egerton will precede there on Friday Night the 8th instant with 3 Sergeants and 12 Constables to be stationed in County Station there. A Sergeant and 3 Constables from Reserve will also join Mr. Williamson on Friday Night and on Saturday he will place 3 men at each of the 6 Polling Booths in the Town Hall, Macclesfield and 1 man at the entrance and 1 man at the exit to the Town Hall, he will send 11 men to Wilmslow, 3 for each Polling Booth there and 1 for the entrance and 1 man for the exit of Polling place. Mr Williamson will arrange the proportion of Sergeants to be included in the above and the remainder of his men will be kept in Reserve. Mr. Lawton will assemble the whole of his Division at Stockport on Saturday Morning and Mr. Wilson will proceed to Cheadle Village on Friday Night with 1 Sergeant and 8 PC's who will then enter Stockport not later than 7am on Saturday. Mr. Gwynne will send in time to join Mr. Wilson before leaving Tatton Hall, or Beeston as may be arranged, on Friday 2 Sergeants and 8 Constables who will be placed under the charge of Mr. Wilson. Mr. Lawton will place on Saturday morning 3 men at each of the 8 Polling places in Stockport and 1 man at the entrance and 1 man at the exit of the Market Hall. All the men must be placed at the Polling Booths before 7.30am on Saturday. Mr. Laxton will make arrangements to join the Chief Constable on Saturday with 2 Sergeants and 16 Constables and Mr. Rowbottom with 3 Sergeants and 15 Constables, and Mr. Sheen with 1 Inspector in plain clothes, 3 Sergeants and 22 Constables and Inspector Aston of Number 6 Division with one Inspector in plain clothes, 4 Sergeants and 34 Constables the hour and the place of meeting with the Chief Constable will be settled by a later order and all will come prepared for the possibility of a Riot. The utmost forbearance and good humour must be impressed on the police by Superintendents and others in charge. Chief Constables Office, Chester 7th October 1869 In reference to General Order of the 5th instant the following instructions will be observed. Superintendent Sheen will instead of joining the Chief Constable proceed on Saturday 9th instant to Hyde with 1 Sergeant and 10 Constables, and he will send 2 Sergeants and 12 Constables to Stockport the latter to be placed in Reserve under Superintendent Wilson, both these parties arriving at Hyde and Stockport not later than 8.30am. 4, 5 and 6 Divisions as detailed in Number 4 of the order of the 5thinstant will proceed to Macclesfield to meet the Chief Constable there on Saturday 9th instant arriving there not later than 9am. Inspector Hilton will join Mr. Little at Hyde and Inspector Walker will join Mr. Lawton at Stockport on Saturday at hour named. At termination of the Poll the men will be dismissed to join their several Districts. If called out for Riot the order is "Keep Close Together" and not break the ranks, this to be read to the men. Mr. Little and Mr. Lawton will communicate by Telegram to Macclesfield the earliest appearance of Riot or other requisite information. By Order. G. E. Oldmeadow Chief Clerk Chief Constables Office, Chester 8th October 1869 On Monday the 11th instant at the Declaration of the Poll at Macclesfield Mr. Little and Mr. Lawton will attend there at 10am with the same proportion of their Divisions as attended at the nomination and Mr. Williamson will also assemble his Division there. Chief Constables Office, Chester 10th October 1869 Mr. Little will take charge of the Police at Macclesfield tomorrow, making the same arrangements as were made for nomination day and will report by Telegram to the Chief Constable at termination of same. Chief Constables Office, Chester 11th October 1869 On all Special Occasions of duty, Mr. Little and all other Superintendents in Charge will invariably when practicable make a written report by the same nights post as to how the duty in question passed off. Chief Constables Office, Chester 11th October 1869 The following details of the Constabulary will attend at Chester on Thursday next 14th instant at 1pm and Superintendents will on this occasion of the visit of His Royal Highness the Prince of Wales carefully select the most experienced and finest looking men of their Divisions and they will take special care that they all appear in their best clothing with helmets, capes, white gloves etc, they will be required to remain on duty in Chester until the forenoon of Saturday 16th instant and on arrival at Chester will proceed at once to the Bishops Fields Station. Chief Constables Office, Chester 15th November 1869 The Court of Quarter Sessions on the recommendation of the Chief Constable has allowed PC Rackham a gratuity of £50 out of the Superannuation Fund at his own request on leaving the service for another occupation and also the Widow of the late Constable Broome a Gratuity of £50 out of the same fund. Chief Constables Office, Chester 20th November 1869 Superintendents will send in a Return of all Officers Acting as Inspectors of Nuisance and showing the Township and area of the district of each officer so acting together with the population of same. PC Bebbington of Number 5 Division is promoted to 21/- per week because of his useful services and the cowardly attack made on him in consequence and also because of the high opinion expressed of him by Mr. William Wilbraham one of the Senior Magistrates of the County. Chief Constables Office, Chester 24th November 1869 The Habitual Criminals Act is herewith sent for each Superintendent together with a copy of a letter from the Secretary of State, and the Chief Constable desires Superintendents will make themselves fully acquainted and carefully and judiciously carry out same. Chief Constables Office, Chester 14th December 1869 In reference to the enclosed letter and documents from Colonel Henderson, Superintendents will prepare a Return every Saturday, posting it on that day and commencing to do same on the next Saturday the 18th instant containing all the requisite information to enable the Chief Constable to send off a General return on the Monday following. Chief Constables Office, Chester 14th December 1869 Superintendents will now bear in mind that several of the Prisoners who were tried at last October's Quarter Sessions will at the expiration of their sentences become under the supervision of the police and they will therefore at once keep a list of same in their several Divisions, forwarding a copy to the Chief Constables on the 1st day of each month and reporting what steps they have taken to secure a proper supervision.
