X Abraham White RUTTER.Dear Mrs. MitchellThank you for your nicely worded request forinformation on Abraham, you would be surprised howmany enquires we get from people who never sayplease or thank you, but first I have apologiesfor the delay in replying to you, but your letterappears to have gone to several places at thePolice Headquarters before finally reaching myselfat the Museum. I also must point out a few thingsbefore giving you the details you seek. Sadly wedo not have a photograph of Abraham, but if you dowe would appreciate a scanned copy for ourrecords.The Cheshire Constabulary was formed in April1857; there are many thousands of records, theseare owned by the Cheshire Constabulary but held atthe Cheshire Record Office, Chester. I as aretired Police officer and voluntary Police MuseumResearcher am slowly extracting these records.Cheshire Police Officer Enrolment Records are heldunder Reference CJP7 Volumes 1-5. These fivevolumes are very large and in poor condition, runfrom 1857-1913; the information I have given isrecorded in Volumes 1, 2 and 4. The informationregarding the marriages is retained in CJP24/2,1847-1966 and with regard to the Pension's detailsCJP20/2/1, 1857-1965.I say all this because I want to try and reassureyou that what I give you is as it appears in therespective volumes. However, if you so wish youcan of course have the records confirmed by theChester Records Office Archivist, or by your goodself. But it would be remiss of me not to tell youthat if you are unable to search the records atChester Archives yourself, whilst the Museum workson a donation basis, the Archives will charge youin excess of £60 for searching the respectiveVolumes mentioned.You appear not to be on the Internet but if youcan access a computer can I suggest you visit theMuseum Website (the address is at the top of thepage) There you can also read the history of theCheshire Constabulary "To the Best of Our Skilland Knowledge" I feel certain that a usefulpicture can be obtained of life in the force atthe time, my own opinion is that discipline wassevere and those who strayed outside the ruleswere fined way above what they earned ordismissed. Also the restrictions on their privatelife, an officer was not allowed to drink on oroff duty even in his own home, leave his districteven when off duty with first seeking permission,otherwise this would be classed as 'absent withoutleave' and normally a fine would be imposed. Itall comes down to the fact that up until the1940's every Chief Constable of Cheshire was an exmilitary officer and they of course brought withthem the military codes of practice. If you cannotaccess a computer then I do know that the ChesterRecord Office hold a copy of the book, but ofcourse you will then have to spend a considerabletime reading it there. Sadly the book was lastprinted over 40 years ago and I am unsure if anyof the local libraries have a copy. However, allis not lost as with this being the 150 yearanniversary of the Cheshire Constabulary there areplans by the Constabulary to reprint the book,some copies will be made available to thoseinterested parties, but the cost has not yet beendetermined.Whilst researching Abraham I noted that somemonths ago I had completed an enquiry concerning aPC George Rutter, Born 1840 Little Budworth,Cheshire, for a Mrs. Joan Whiston of Manchester.The coincidence between George and Abraham notbeing related was unlikely, so before replying toyou I took the liberty of contacting Mrs. Whistonagain and asking her if she knew if Abraham andGeorge were connected, if so would she mind if Isupplied her postal details to you She repliedwith the following :"Abraham Rutter's Father was Charles Rutter.Charles Rutter was brother to my Great GrandfatherGeorge Rutter. If I am correct making Georgeuncle to Abraham.
