X James William NOUTCHDear Joy,Thank you for your nicely worded request forinformation concerning James you would besurprised how many enquires we get from people whonever say please or thank you, but sadly we do nothave a record, but rather than just leave it likethis I thought I may explain a little further.The Cheshire Constabulary was formed in April1857; there are many thousands of records, theseare held by the Cheshire Record Office, Chester. Ias a retired Police officer (but not that old) andvoluntary Police Museum Researcher am slowlyextracting these records. Cheshire Police OfficerEnrolment Records are held under Reference CJP7Volumes 1-5. These five volumes are very large andin poor condition, run from 1857- 22 March 1913;the information had it been available wouldtherefore be recorded in Volume 5. Post 1913 therecords are just not as detailed nevertheless theofficer's details are known. The informationregarding an officer's marriage is retained inCJP24/2, 1847-1966. And with regard any pensionCJP20/2/1, 1857-1965. To take it a stage furthersince 1857 a number of Borough Police Forces inthe County of Cheshire have been amalgamated intothe Cheshire Constabulary, i.e. Warrington,Chester City, Stockport, Macclesfield, CongletonBirkenhead and Wallasey. The entire officerrecords which stand at over 14000 entries, havebeen compiled in a database therefore easilysearched, but sadly as I said not a single entryfor the name Noutch.However, the following may be of interest to you,when you said that James lived in the Parish ofOver, well I also live in the Parish of Over, morecommonly known now as Winsford. Again the nameNoutch is certainly not a local name, none beingrecorded for the parish of Over on the Censusreturns. I am assuming that you have thisinformation so I will not detail it but thenearest Noutch are Albert (Game Keeper) and ClaraElizabeth, who on the 1901 Census were resident atthe Game Keepers Cottage, Little Budworth,Cheshire. Little Budworth is about 2 miles fromOver, but a lot shorter if you cut across thefields, James does not appear resident with them,mind you he would have been 17 years old by thenand probably making his own way in the world.Checking the CWWGC for James I noted he was theson of an Albert and Clara resident at 5( )1,Swanlow Lane, Over. I have expressed it like thisbecause it could a typing error not meaning tohave a space between the two digits it then beingnumber 51 or that a number could have been missed,it then being five hundred and something, but Ifeel certain that it will be 51. For my reasoningthis Albert and Clara in Swanlow Lane are the samepersons resident in Little Budworth in 1901, it isjust too much of a coincidence for them not to be.Plus the fact having crossed referenced James'sbirth in 1884 in Balby, Leicestershire andLeicester also being the birth place of Albert.All this means that Albert and Clara appearedsometime in Little Budworth post 1887, this beingwhen their son Alfred was born in Bromston,Leicester and 1892 when Susan was born in LittleBudworth. Clara as you no doubt will be aware wasburied in the Church at Little Budworth in 1921. Iam also certain that you will be aware thatJames's name appears on the Winsford War Memorialin the Town Centre if notwww.carlscam.com/warmem/winsford.htmI actually live about 500 yards from the beginningof Swanlow Lane, and this is where is gets alittle 'spooky' if it is 51 as opposed to 5( ) 1,I actually know 51 Swanlow Lane as this was thehome of a very good friend of mine who was aDetective Sgt, who sadly was killed on dutyseveral years ago, to this end I have been out andphotographed the house and it is attached. Can Ialso suggest that you visitwww.picturecheshire.org.uk on there you will finda couple of hundred photographs of Winsford andseveral of the Old Hall at Little Budworth where Iassume Albert was the Game Keeper. Lastly I am notaware if Durham Police hold their own archives aquick email to them should sort it out, but Ipresume like many forces they have deposited themin the Public Records Office at Durham.
