X Joseph TOLLEYDear Stanley,Thank you for your nicely worded request forinformation concerning Joseph, you would besurprised how many enquires we get from people whonever say please or thank you, but first I have topoint out a few things. Sadly we do not have aphotograph, that is to say we may, there areliterally hundreds of photographs of officers, buttheir names were never recorded on the reverse ofthe photograph so from the Museums perspectivethey remain unidentifiable. And sadly there is nota great amount of information within his record ashe died so young in service.As you are no doubt aware at the time of Joseph'sservice Warrington was part of the County ofLancashire. However its police force, WarringtonBorough Police, was an independent force it beingformed in the mid 1830's it remained independentuntil 1974 when the local Government Boundariestook place and the district of Warrington and itspolice force became part of Cheshire.Before giving his service and with reference tothe fact that he within the records it records'Death in Service' it could mean a number ofthings such as he died of duty, he died as resultof injuries from whatever but not on duty etc. Ifhe died on duty his details would have beenrecorded on the Police Memorial Roll of Honour,this has been checked and his name does notappear. It may be prudent for you to research theWarrington Newspapers and if it is found that hedied in the execution of his duty, then I canapply on your behalf to the Memorial Trust to havehis name added.Where the reference BSI appears in the MuseumDatabase this applies to a website known as theBlack Sheep Index www.blacksheepindex.co.uk thisis a site that carries newspaper articlesconcerning Police Officers. On occasions theofficer's full name is not given, but we havetried to make a match against what the MuseumRecords show. In the case of Joseph in 1903 itshows the words 'Assault' whether this means hewas assaulted or gave evidence in a case ofassault at Court, it does not show. There arecharges involved to obtain these newspapercuttings direct from the owner of the website. Itis emphasized that the Museum does not know thecontents of these cuttings and takes noresponsibility for them. The Museum is onlyshowing this as an aid that there is furtherinformation from another source. If you decidethat you would like this article when applying tothe web site please mention this Museum, you willnot get it any cheaper but it may help speed upthe process.I have also attached a photograph of WarringtonPolice station, where Joseph would have walked inand out of on a daily basis. The Museum isactually housed within the station. However at thepresent moment the Museum is closed as a newpublic and disabled access is being built; it islikely to reopen to the public for visits byappointment in September.
