X Samuel HEAP and Charles E.RYCRAFTDear Angela,Thank you for your nicely worded request forinformation concerning Samuel and Charles youwould be surprised how many enquires we get frompeople who never say please or thank you, butfirst I have to point out a few things. Sadly wedo not have a photograph, that is to say we may,there are literally hundreds of photographs ofofficers, but their names were never recorded onthe reverse of the photograph, so from a Policepoint of view they remain unidentifiable.Firstly, I will deal with Charles, whom I am verysorry to say that only the briefest of informationis recorded which is PC4061, joined 28th September1938, as I said post 1913, police personal recordshave been destroyed by successive civilianadministrations within the Cheshire Constabulary,only enough information was retained to administeran officer's pension. You will note below thatpension records are held up until 1966 and ofcourse Charles retired on the 4th March 1968, forsome reason his marriage information is notrecorded, and I cannot explain the reason why. Ihave looked through General Orders in particular1950-1960, which may have recorded somethingappertaining to the Liverpool Shipwreck Award inthe hope that he was also awarded a ChiefConstables Commendation for the same incident,sadly I did not find anything, however a mail toLSHS, Liverpool should get you a result. I am notsaying that Charles is not recorded somewherewithin the General Orders, but there are 30Volumes each containing about 400 pages which willcover his period of service, and I am sure youwill appreciate that this would take many monthsto search, it is hoped eventually that all thesevolumes will be scanned which will make them asearchable document, but this is some way off.Moving to SamuelThe Cheshire Constabulary was formed in April1857; there are many thousands of records, theseare held by the Cheshire Record Office, Chester.As a retired Police officer and voluntary PoliceMuseum Researcher am slowly extracting theserecords. Cheshire Police Officer Enrolment Recordsare held under Reference CJP7 Volumes 1-5. Thesefive volumes are very large and in poor condition,run from 1857- 22 March 1913; the informationwhich you seek would therefore be recorded inVolumes 1 and 2. The information regarding hismarriage is retained in CJP24/2, 1847-1966. Andwith regard to his pension CJP20/2/1, 1857-1965.We also again have General Orders 1857-1938, theseare handwritten volumes and are currently beingtranscribed, which again will make them asearchable document, 1857 to 1882 are now completeand anything appertaining to Samuel will followbelow, post 1882, in particular your reference tohim entering the 'Fever House' can be searched forif you have an any approximate date up until hisretirement in 1892.I say all this because I want to try and reassureyou that what I give you is as it appears in therespective volumes. However if you so wish, youcan of course have the records confirmed by theChester Records Office Archivist. But it would beremiss of me if I did not point out that TheRecord Office will charge you a minimum of £27 persearch per volume; therefore your total bill wouldbe £81 for Samuel search, so please be aware. Theyalso do not have access to any of the GeneralOrders. The Museum charges, for searching thethree volumes are on a reducing scale i.e.dependant on the information recorded, the maximumamount payable is £10, which represents goodvalue. The Record office will have noinformation recorded with regard to Charles.If you also read the history of the CheshireConstabulary "To the Best of Our Skill andKnowledge" which is on the Museum Web Site underthe drop down menu marked 'History', I feelcertain that a useful picture can be obtained oflife in the force at the time, my own opinion isthat discipline was draconian and those whostrayed outside the rule's were fined way abovewhat they earned or dismissed. Also therestrictions on their private life, an officer wasnot allowed to drink on or off duty even in hisown home.
