Theywi11 ba instructedin the dutiesof a Foot PatrolConstable,and also in the dutiesof a MotorPatrolConstable,and the more efficientthey become, the more usefultheywi11 be. I have outlinedto InspectorFryermy wishesas regardstheirinstruction as Foot PatrolConstables,and have informedInspectorPapworthof the type of instructionI wish them to be givenin MotorPatrolwork. I sha11dealwith the MobileSpecialConstablesthroughInspe torFryer. He,;inhis turn,wi11 give the necessaryinstructionsto theWar EmergencyOfficer in each Division,who wi11 deem themselvesresponsiblefor the Mobile5pecial Constabularyin theirDivision. I wish everyencouragementgivento the MobileSpeclalConstabularyfor if they are wiselyinstructed,they shouldprove a very valuableunit indeed. In peace-timeth�ywi11 be at the disposelof the Superintendent,when they are trained. In war-timethey wi11 be undermy directcontrol,but the Superintendent,on applicationto me, may be permittedto use them.
